We are looking for a Senior Project Manager, with significant project/program management expertise, to implement a Project Management Office to support ministry branches in managing an Integrated Project Plan (IPP) for the implementation of the ministry’s Student First initiative (a multi-year, multi-stream education transformation and technology implementation initiative). The Project Management Office processes, developed by this resource, will assist ministry branch(es) in managing the development and implementation of changes to educational systems, processes, information technology (IT) and infrastructure, financial and human resources, and the wider education community.

Typical Duties of the Resource:
•Implement and manage a Project Management Office to support the ministry’s Student First initiative
•Develop and implement a standard set of deliverables and processes for all project deliverables including, but not limited to:
oProject Schedules
oBudget Forecasts and Analysis
oStatements of Work
oProject Charters
oProgress Reports 
oDelivery Strategies 
oRisk Management 
oIssue Management
oRequests for Change
oVendor Contract Performance
•Develop standards to be used in planning across all projects within the initiative:
oIdentify all common resource utilization
oCreate processes to optimize use of common resources to enable more efficient planning and resource utilization
oIdentify connections and dependencies across all related projects
oReconcile any conflicts between related tasks and dependencies and/or identify processes by which the ministry can make decisions that will adjust resources and schedules as required

Description of Services
•Develop clear processes and tools for ongoing updating and monitoring of the Student First initiative Integrated Project Plan
•Work collaboratively with third party vendors and other partners to include their delivery as part of the overall implementation plan
•Develop and implement any Request For Proposal (RFP) process(es) to select vendor solution(s) to support the initiative
•Ensure the project is completed in accordance with the standards, processes and documentation which follows Project Management Institute (PMI) standards
•Ensure that the project is structured and managed to meet the Information Technology Office (ITO) project “gating” requirements
•Identify and manage the production of project deliverables on time, within budget and to specification
•Communicate project progress, issues and concerns to the team, project sponsors and relevant stakeholders
•Develop project change requests (scope, time, cost) and understand and share financial implications with project sponsor and relevant stakeholders
•Work with required branches to develop and implement an education business change management plan
•Support students, teachers, administrators, parents and other key stakeholders in adopting this initiative
•Identify and monitor risks related to the project, and manage those risks in formal consultation with ministry senior staff
•Review and confirm the project plan and gain project sponsor approval
•Any other related tasks that will contribute to enabling more effective execution and achievement of the initiatives’ objectives through an Integrated Project Plan

Qualifications – Mandatory Requirements
Candidate submissions that do not meet each of the following Mandatory Requirements will be excluded from further evaluation.
•Minimum seven (7) years experience working as a Project Manager at a senior level.
•Lead Project Manager on at least one (1) successful project with a project budget exceeding one million dollars. Provide an overview of the project(s) including project budget(s), duration(s) and outcomes.
•Lead Project Manager on at least one (1) successful Commercial-Off-The-Shelf (COTS) implementation project with a project budget exceeding one million dollars. Provide an overview of the project(s) including project budget(s), duration(s) and outcomes.
•Previous experience implementing a Project Management Office.
•Previous experience working within Canada’s Pre-Kindergarten to Grade 12 Education system.
•Project Management Professional (PMP) certification.

Qualifications – Other Requirements
Candidate submissions that pass mandatory requirements pre-screening are evaluated by assigning a score based on the extent to which a candidate submission meets each of the following requirements.
•Proven record of achievement as a project manager with excellent skills and demonstrable experience managing systems implementations, estimating, planning and scheduling of project activities and resources.
•Previous experience with development and implementation projects related to educational assessment solutions. This requirement will be weighted heavily in the evaluation of candidates.
•Leadership and Team Building: Ability to lead and motivate people, build and encourage teamwork with internal and external partners.
•IT Business Solutions: Experience leading projects that involve implementing major changes to business systems and processes.
•Demonstrable experience recognizing and resolving issues early and thoroughly.
•Experience transitioning project deliverables to client operations.
•Experience building and managing Project Management Office (PMO) and transitioning to client staff.
•Demonstrable experience preparing project documents including, but not limited to:
oProject Schedules 
oStatements of Work 
oProject Charters
oProgress Reports
oBudget Forecasts and Analysis
oDelivery Strategies 
oRisk Management

oRequests for Change
•Demonstrable experience conducting presentations and effectively leading meetings.
•Demonstrable experience communicating technical concepts to a variety of technical and non-technical audiences.
•Thorough understanding of and experience with change management methodologies.
•Strong interpersonal skills with demonstrable experience working with all levels within an organization
•Strong understanding of business priorities.
•Self-motivated and able to work independently.
