What began in a 500-unit public housing development in San Antonio, Texas, with an annual budget of $50,000 serving 35 families, AVANCE has grown to over 100 program sites across the U.S., serving thousands of parents and children annually through early childhood education/parenting and family support services.

AVANCE is a 501 (c) 3 nonprofit, community-based organization originally conceptualized at Cornell University by graduate students of Dr. Urie Bronfenbrenner. The first AVANCE Mother-Infant Program was established in Dallas, Texas in 1972 with funding from the Zale Corporation. Zale then provided seed funding to bring the program to San Antonio, Texas and hired Gloria Rodriguez as the first Executive Director of the San Antonio branch in 1973.

While the Dallas site closed its doors in 1974, AVANCE in San Antonio continued and Dr. Rodriguez became the visionary leader whom firmly established, enhanced and expanded the concept in San Antonio, developing the AVANCE Parent-Child Education Program into the effective and comprehensive program it is today. AVANCE is widely recognized as a national model and best practice in early childhood education.

Job Description

The RGV Regional Director represents AVANCE-RGV to the community, provides professional leadership for the organization and implements the strategic plan and policies set by the AVANCE National Office.

General office and sedentary.  May be required to walk; sit; use hands to handle or feel; reach with hands and arms; and talk or hear. Frequently required to stand for short periods. Specific vision abilities required by this job include close vision and distance vision.  Use of personal computing equipment, telephone, multi-functioning printer and calculator.  Evening and weekend work is required on a frequent basis.  Local and day travel is required on an infrequent basis. 

Site Operations – Oversee effective administration of AVANCE operations.

  • Ensure a safe and productive work environment for staff and AVANCE families.

  • Implement AVANCE approved policies and procedures, and directives of the AVANCE National Office

  • Adheres to the Head Start Guidance and Standards in the Information and Technology Manual

  • Adheres to the Performance Standards

Prepares and submits all required personnel and operational reports to designated personnel as stated in AVANCE manuals.

Program Services – Oversee effective operation of all program services

  • Develops an annual Program Implementation Plan that makes full use of the local financial and in-kind resources to provide the AVANCE Parent-Child Education Program Model, EHS and other programs.

  • Assures that the AVANCE Parent-Child Education Program Model adheres to the Principle Elements and Program Operations Manual

  • Assures that the AVANCE EHS Program adheres to the Head Start Performance Standards

  • Maintain working relationships with local partners (i.e. elementary schools, community centers and other organizations

  • Ensure quality of programs and measurable accountability to funders

Prepare and submit all required programmatic reports to designated staff at AVANCE National office and to funders as required

Financial Management & Compliance – maintain high financial operations standards

  • Adhere to the Finance and Accounting Standards and Procedures Manual

  • Monitor all budgets

  • Administer and implement sound fiscal practices

  • Maintains current knowledge of business insurance policies and requirements

Prepare and submit financial information as requested by the AVANCE National Director of Finance

Fund Development – Develop and maintain revenue streams

  • Develop an annual fund development plan that complies with the AVANCE Fund Development Manual

  • Maintain strong relationships with funders

  • Cultivate donors

  • Develop new funding streams

  • Develop and/or review grants and funding proposals

Provide regular reports to the designated AVANCE National office staff

Community Relations – Develop and maintain collaborative relationships with community leaders, agencies and organizations to strengthen        educational resources for families with young children.

  • Seek out and develop collaborative partnerships on behalf of AVANCE

  • Represent AVANCE and communicate the mission to diverse audiences

  • Work with community partners to develop resources and educational services for AVANCE

Maintain positive relationships with local and state level elected officials and update National designated person on this initiative to further local funding

Public Relations – ensure positive presentation and promotion of AVANCE at all times

  • Serve as official spokesperson for AVANCE

  • Develop appropriate methods of communication with the public (i.e. newsletters, annual reports, updated website, etc.)

  • Increase visibility of AVANCE

  • Seek out opportunities for positive publicity for AVANCE

In coordination with the AVANCE National Marketing staff develop material to marketing AVANCE

Qualifications

Education

  • Master’s Degree in Education, Psychology Social Work , Business Administration or a related field or Bachelor’s Degree and equivalent work experience

Experience

  • Minimum of 5 years’ experience working for a non-profit organization in the following areas:  program development, implementation, quality control, management including financial planning, budgeting and control, fund raising, community and government relations, in the field of family support and education, staff hiring, supervision, training and administration, proposal writing and public relations

 

 

License & Certification
