What began in a 500-unit public housing development in San Antonio, Texas, with an annual budget of $50,000 serving 35 families, AVANCE has grown to over 100 program sites across the U.S., serving thousands of parents and children annually through early childhood education/parenting and family support services.

AVANCE is a 501 (c) 3 nonprofit, community-based organization originally conceptualized at Cornell University by graduate students of Dr. Urie Bronfenbrenner. The first AVANCE Mother-Infant Program was established in Dallas, Texas in 1972 with funding from the Zale Corporation. Zale then provided seed funding to bring the program to San Antonio, Texas and hired Gloria Rodriguez as the first Executive Director of the San Antonio branch in 1973.

While the Dallas site closed its doors in 1974, AVANCE in San Antonio continued and Dr. Rodriguez became the visionary leader whom firmly established, enhanced and expanded the concept in San Antonio, developing the AVANCE Parent-Child Education Program into the effective and comprehensive program it is today. AVANCE is widely recognized as a national model and best practice in early childhood education.

Job Description

Position Summary The Family Development Worker will serve as a link between the families, community services, and Child Care Partner. The Family Development Worker establishes partnerships with families to complete social services and health services for children. The Family Development Worker will support the Child Care Partners by encouraging parent and community volunteers. The Family Development Worker is also responsible for providing families and Family Child Care Partners with comprehensive family development and adult education services through the development and implementation of an individualized service delivery plan. The provision of all services will focus on promoting the educational and economic success of the parents that in turn will promote the child’s overall growth and development.

Working Conditions General office and sedentary. Regularly required to sit; use hands to handle or feel; reach with hands and arms; and talk or hear. Occasionally required to stand; walk; climb or balance; and stoop, kneel, crouch or crawl. Ability to lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. Use of personal computing equipment, telephone, multi-functioning printer and calculator. Work evenings and weekends as needed. Local and day travel is required on a frequent basis.

1. Assist with the coordination of parent involvement in all areas of the program.

2. Work with the EHS-CCP Children’s Service Manager and Mental Health and Disabilities Coordinator to ensure social service home visits are completed and referrals/follow-ups occurs with families.

3. Call Child Care Partners on daily basis to obtain daily attendance.

4. Assist Child Care Partner in developing school readiness action plan, goals, and objectives.

5. Assist Child Care Partner in developing weekly lesson plans.

6. Train Child Care Partners on how to use scientifically valid, research-based curriculum.

7. Provides families with comprehensive case management and family development services that include in-home visits, advocacy, and referral services.

8. Assess families’ needs based on enrollment information and intake interview. Develops an individual family service plan to address identified needs which focuses on the development of family strengths.

9. Assists families in developing goals and objectives and sets systems in place for tracking the accomplishment of their goals and objectives.

10. Monitors, evaluates and modifies families’ service delivery plan on a regularly scheduled basis.

11. Ensures that the families receive needed services from child care and support staff or outside agencies and individuals. Serves as an advocate or broker to link families to community resources and services.

12. Complies with obtaining all data as required.

13. Makes required number of contacts with each family and maintains accurate and timely documentation and narrative reports in families’ folders.

14. Participates in meetings and briefings as a contributing member of the Family Development Team.

15. Participates in scheduled client staffing, introduces family cases for review and input from peer group.

16. Participates in all aspects of the program’s recruitment and enrollment efforts.

17. Communicates with EHS-CCP Children’s Service Manager, Mental Health and Disabilities Coordinator, and EHS Director on assigned cases to solicit input and direction regarding levels and types of services needed and/or that are being provided.

18. Utilizes program and administrative staff input in preparing needs assessments and in developing a prescriptive plan of action.

19. Attend local, regional and national training activities as assigned.

20. Prepares all educational material (i.e., handouts and overhead transparencies) for lectures, presentations, and other types of educational or assigned activities.

21. Prepares a comprehensive monthly report of all service activities.

22. Assists in providing Program Overview to parents, Parent Committee/Policy Council members and other visitors as assigned.

23. Utilizes personal vehicle to transport clients to local community service agencies and for other work-related activities as needed.

24. Becomes thoroughly familiar with Performance Standards as they relate to this position and all aspects of the program.

25. Submits proper forms of In-kind to EHS-CCP Children’s Service Manager to track all known volunteer hours by parents and or presenters.

26. Researches community resources for additional service opportunities for parents.

27. Performs other duties as assigned.

Qualifications

Education • Required: Bachelor’s Degree in Social Work, Sociology, Early Childhood or related field

Experience • Minimum of three years’ work experience in child development and early childhood education; the fundamentals of child health, safety, and nutrition; adult learning principles/ family dynamics / adult education
