What began in a 500-unit public housing development in San Antonio, Texas, with an annual budget of $50,000 serving 35 families, AVANCE has grown to over 100 program sites across the U.S., serving thousands of parents and children annually through early childhood education/parenting and family support services.

AVANCE is a 501 (c) 3 nonprofit, community-based organization originally conceptualized at Cornell University by graduate students of Dr. Urie Bronfenbrenner. The first AVANCE Mother-Infant Program was established in Dallas, Texas in 1972 with funding from the Zale Corporation. Zale then provided seed funding to bring the program to San Antonio, Texas and hired Gloria Rodriguez as the first Executive Director of the San Antonio branch in 1973.

While the Dallas site closed its doors in 1974, AVANCE in San Antonio continued and Dr. Rodriguez became the visionary leader whom firmly established, enhanced and expanded the concept in San Antonio, developing the AVANCE Parent-Child Education Program into the effective and comprehensive program it is today. AVANCE is widely recognized as a national model and best practice in early childhood education.

Job Description

The Early Head Start Director will be responsible for directing all program and administrative services for the Early Head Start Programs to include; supervision, management, guidance of program operations, ensuring program is in full compliance in accordance to the Head Start Performance standards.

HSPS 1304.52(c)

• Leadership ability to implement the total program;

• Good interpersonal and communication skills, including the ability to work as part of a team, communicate effectively both orally and in writing, receive and provide feedback, and manage dynamic interchanges in meetings and with individuals;

• The ability to develop and manage a budget;

• Experience in human services program management, including program planning, operations, and evaluation, and the use of management information systems;

• An understanding of the Head Start/Early Head Start philosophy and the ability to implement its principle of shared authority and decision-making.

HSPS 1304.50(a)(1)

• Organize a program Policy Council;

• Delineate the responsibilities of the Policy Council vs. Local Board of Directors;

• Work effectively with each group;

• Provide training to each group to facilitate effective governance;

• Lead both groups in dispute resolutions.

HSPS 1304.51(d)

• Provide new members of the governing bodies and policy groups with an orientation packet as mandated in the standards and with the appropriate training necessary to understand and participate in collective decision-making;

• Ensure that the policy group and governing body members have adequate preparation time to review and “digest” material they receive from the agency;

• Facilitate discussions and an open exchange of ideas on program plans, policies, procedures, and reports at the meetings of policy groups and governing bodies.

HSPS 1304.52(h)(1)

• Staff will respect and promote the unique identity of each child and family and refrain from stereotyping on the basis of gender, race, ethnicity, culture, religion, or disability;

• Staff will follow program confidentiality policies concerning information about children, families, and other staff members;

• Ensure that no child will be left alone or unsupervised while under our care;

• Staff will use positive methods of child guidance and will not engage in corporal punishment, emotional or physical abuse or humiliation. In addition, staff will not employ methods of discipline that involve isolation, the use of food as punishment or reward, or the denial of basic needs.

Qualifications

EDUCATION

Required; • Bachelor’s Degree in ECE, Education, Social Work or related field Preferred • Master’s Degree in ECE, Education, Social Work, or related field

EXPERIENCE

Required; • Minimum of five years working for a non-profit organization in the following areas; program development, implementation, administration, and quality control assurance in the field of family support and education, staff hiring and supervision, proposal writing, and public relations.
