AVANCE is a nationally recognized 501(c)(3) nonprofit organization which began in San Antonio, Texas in 1973. AVANCE derives from the Spanish word meaning “to advance or “to progress.” AVANCE is considered a pioneer in the field of parent education, helping support children and families achieve excellence through education and family intervention programs which includes the renowned AVANCE Parent-Child Education Program. We provide community-based interventions, which are family-centered, preventive, comprehensive, and continuous through the integration and collaboration of educational services.

What began in a 500-unit public housing development in San Antonio, Texas, with an annual budget of $50,000 serving 35 families, AVANCE has grown to over 100 program sites across the U.S. serving thousands of parents and children annually.

POSITION SUMMARY

This position is responsible for overseeing program operation, appropriate level of management to program staff, including planning and coordinating early childhood education and development services
provided in AVANCE, Head Start performance standards, program goals and objectives, and the needs of the community on a day to day basis. This will invoice development of overall strategies, short and long term planning, provide guidance, training, mentoring, and support to staff, ad monitor the quality of early childhood education and development services that are provided to infants, toddlers, pregnant women, and families.

Job Description

1. Site Operations – Ensure effective administration of AVANCE operations
• Manage recruitment, hiring, training, supervision, evaluation, and when necessary termination of staff in accordance with AVANCE Policy & Procedures and Head Start Performance Standards
• Align staff with organizational objectives and programs
• Empower staff and encourage their professional and personal development
• Ensure that staff are regularly and adequately trained on the AVANCE Parent-Child Education Program Model
• Oversee recruitment, management and recognition of volunteers
• Ensure proper maintenance of programs and administrative files in accordance to AVANCE Program Manual and Head Start Performance Standards
• Ensure a safe and productive work environment for staff
• Implement AVANCE approved policies, procedures, and Head Start Performance Standards
• Adheres to the guidance and standards in the Information and Technology Manual
• Prepare and submit all required personnel and operational reports to designated personnel as stated in AVANCE manuals.

2. Financial Management & Compliance – Maintain high financial operations standards
• Works with AVANCE Head Quarters to draft designated program budgets to submit to funders
• Adhere to the Finance and Accounting Standards and Procedures Manual
• Manage assigned program budgets
• Administer and implement sound fiscal practices

3. Fund Development – Develop and maintain revenue streams
• In coordination with the AVANCE Head Quarters, develop an annual fund development plan that complies with the AVANCE Fund Development Manual
• Implement and oversee the fund development plan approved for the designated location
• Ensure proper maintenance of donor database and donor files
• Maintain strong relationships with local funders
• Cultivate local donors
• Identify new funding streams
• Develop and/or review grants and funding proposals

4. Program Services – Ensure effective operation of all program services
• In coordination with Chief Programs Officer, develops an annual Program Implementation Plan that makes full use of the local financial and in-kind resources to provide the AVANCE Parent-Child Education Program Model and Head Start Performance Standards
• Assures that the AVANCE Parent-Child Education Program Model adheres to the AVANCE Performance Standards & Guidance and assures EHS programs
• Oversee effective implementation of the AVANCE Parent-Child Education Program Model and all other program services to include EHS programs
• Maintain working relationships with local partners (i.e. elementary schools, community centers, and other organizations)
• Ensure quality of programs and measurable accountability to funders
• Ensure adherence to the AVANCE Evaluation Protocols and data collection process and timelines
• Prepare and submit all required programmatic reports to designated staff at Head Quarters, to funders as required

5. Shared Governance– Develop and maintain working relationship with members of the AVANCE Board of Directors/ Advisory Committee
• Maintain regular communication with Board/committee members
• Communicate technical material to members in an understandable way
• Notify all members of meetings and AVANCE events
• Provide regular and required reports to the members
• Effectively use talents of members to further organizational goals
• Maintain minutes of all Policy Council meetings with attendance logs and signatures

6. Community Relations - Develop and maintain collaborative relationships with community leaders, agencies and organizations to strengthen educational resources for families with young children.
• Seek out and develop collaborative partnerships on behalf of AVANCE
• Represent AVANCE and communicate the mission to diverse audiences
• Work with community partners to develop resources and educational services for AVANCE families

7. Public Relations – Ensure positive presentation and promotion of AVANCE at all times
• Serve as official spokesperson for AVANCE
• Develop appropriate methods of communication with the public (i.e. newsletters, annual reports, updated website, etc.)
• Increase visibility of AVANCE
• Seek out opportunities for positive publicity for AVANCE
• In coordination with the AVANCE Head Quarters staff develop material to marketing AVANCE

Qualifications

Education
Required: Master’s Degree in Education, Psychology, Social Work, Business Administration or a related field, or Bachelor’s Degree and equivalent work experience

Experience
Required: Minimum of 5 years experience working for a non-profit organization or Head Start in the following areas: program development, implementation, quality control, management including financial planning, budgeting and control, fund raising, community and government relations, in the field of family support and education, staff hiring, supervision, training and administration, proposal writing and public relations.

License & Certification
