Abode Communities is a non-profit organization whose mission is to open new doors in people's lives through creative and responsible design, development and operation of service-enhanced affordable housing. The organization owns 37 properties that are home to more than 6,100 residents and has approximately eight additional properties under predevelopment that will eventually place an additional 2,500 people in affordable, service-enhanced housing over the next three years.

Job Description

The Property Supervisor is a multi-site manager who reports to the Vice President of Property Management & Resident Services. Typically manages 500-750 units and is the primary contact person for all lease ups and sites in development and sites within her/his portfolio.  Also works as part of a team to direct and control building operations, property management and personnel assigned to the properties in her/his assigned portfolio. The duties of this position include, but are not limited to:

Personnel and Office Management Oversight

  • Hire, train, coach, supervise and evaluate Property Managers assigned to properties in her/his assigned portfolio.  Participate in developing and implementing monthly staff and training meetings.
  • Directly supervise Property Managers, Assistant Managers and maintenance staff at properties in her/his assigned portfolio.  Carries out supervisory responsibilities in accordance with the organization's policies and procedures and all applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Financial Management Oversight

  • Prepare property operating and capital improvement budgets for all properties within her/his assigned portfolio for approval by the Vice President of Property Management & Resident Services.
  • Complete and monitor annual plans and, in consultation with the Director of Facilities, complete and monitor capital improvement schedules and preventative maintenance schedules for each site.
  • Monitor and review monthly financial reports and property operating expenses to ensure compliance with approved property budgets, including rent charges and rent increases, resident account receivables.  Work with the accounting department on issues pertaining to financial reporting, vacancies, invoices, and rent collections.

Regulatory and Contract Compliance

  • Oversee the annual re-certification process for properties in her/his portfolio and ensure they are completed in compliance with regulatory requirements and according to the schedule for the property by reviewing and approving each file.
  • Direct all aspects of marketing and leasing new properties.
  • Serve as primary liaison for Property Management with the Development Division on properties in development and work with Development staff to develop operating budgets and management plans for new properties.

Resident/Tenant Relations and Customer Service Delivery

  • Effectively manage and solve problems.  Encourage Property Managers and site staff to listen attentively to resident complaints and suggestions and address them fairly and professionally. Supervise and monitor follow-up on problem resolution and ensure that the resident/prospective resident is contacted with resolution to problem in a timely manner.

Qualifications

To perform this supervisory role successfully, the candidate must be able to perform competently each of the essential duties of Property Manager.  The requirements listed below are representative of the knowledge, skills and/or abilities required.  Reasonable accommodation may be made to enable individuals with disabilities to perform the essential duties and responsibilities.

Skills, Knowledge and Abilities

  • Minimum of 7 years property management experience, including a minimum of 3 years experience with HUD and TCAC properties, rent restrictions, income restrictions and the annual certification process. 
  • Must be able to physically inspect all assigned properties to determine their condition, take corrective actions as needed, and prepare required reports.  This responsibility regularly requires walking, standing, bending, stooping or climbing as needed.
  • Must have a minimum of 3-5 years of experience supervising multiple sites and property managers.
  • A Bachelor’s degree is preferred.
  • Must have full literacy in English and the ability to write clear reports and correspondence.
  • Must comprehend and effectively manage complex regulatory requirements.
  • Must have experience communicating effectively with people from diverse cultures and backgrounds.
  • Requires experience using Microsoft Office and property management software programs.
  • Must be able to travel within the assigned service area and maintain a valid California driver's license and auto insurance.
