Help build out our vision and expand our technical chops

This role of Director of Development & Technology (D&T) is responsible for the department’s overall technical strategy and operations around implementation, performance and security. This person manages the front and back-end development team, group priorities for ongoing projects, and helps in improving internal processes. Importantly, the individual also plays a daily, hands-on development role on a wide variety of projects. The Director of D&T will provide technology-based strategic direction while assessing and informing the feasibility of creative digital solutions.

This position requires you to interact with clients and client technical teams to implement strategies that adhere to the security, policy, and coding requirements of those clients, when applicable. The Director of D&T is an advocate for the development department within the agency. Candidates must have an instinctive and profound understanding of technology and a pragmatic, hands-on approach to problem solving.

DEVELOPMENT

• Keeping up-to-date on new technologies, standards, protocols and tools.

• Writing code in a variety of back- and front-end languages.

• Build relationships with third-party vendors.

• Work with industry partners integrating their technology requirements.

LEADERSHIP SKILLS

• Identify, analyze, prioritize, mitigate and communicate project risks.

• Manage technology choices to languages, frameworks, databases and deployment.

• Work with project teams (and external) to define requirements, feasibility and cost constraints.

• Hire, mentor and train employees; oversee and conduct yearly reviews.

• Define processes and standardize best practices while contributing knowledge-sharing.

• Forecasts needs, requirements and future direction for the team.

• Participates in bi-weekly Director meetings representing the Department.

• Sets policy, regulations, system standards and operating procedures.

• Partner with Project Management to manage trade-offs between scope, resources and time.

IT SKILLS

• Assume support roles for user computers / servers, notebooks, and backup systems

• Systematically plan and implement new and effective technology solutions.

• Resolve technical problems, ensure stability and maintain availability
  

GENERAL

• Excellent leadership, written and oral communication skills

• Security-conscious development

• Strong knowledge of agile and waterfall project management methodologies

• Provable understanding of enterprise and application design patterns

• Team management experience preferred

• Expert in web development. Strong knowledge of Server-Side development

• Expert in  large-scale technology environment (LAMP) technologies (.NET, Java/J2EE, PHP, etc)

• Expert-level software development experience with MySQL, PHP, Javascript, and HTML/CSS

• AJAX development

• Understanding of Search Engine Optimization best practices

• Experience with SOAP and/or REST web services and service-oriented architectures

• Extensive experience with MVC frameworks

• Ability to configure staging / production environments

• Ability and desire to be hands-on with various technologies

• Experience with various project types, including web, mobile or strategic consulting

• Knowledge of web analytics (Google Analytics)

• Proven experience with code repositories (GIT, SVN, etc) and associated best practices

• Strong knowledge of server architecture and cloud computing
