Job Description
Directs and oversees the administration and operation of the Housing Choice Voucher program in order to maintain compliance with Federal regulations, ensure sound fiscal program management, and achieve established goals and objectives.
- Provides technical leadership, counsels and advises staff, and responds to inquiries regarding program issues and concerns. Provides staff with proper training opportunities.
- Develops and implements policies, strategies, and procedures to ensure efficient program operation.
- Audits and analyzes department tasks to ensure accuracy and quality of work performed.
- Works to resolve issues involving staff, program participants, landlords and citizen complaints.
- Reviews The Administrative Plan and makes revisions to procedures in response to regulatory and/or organizational change.
- Analyzes and interprets Housing and Urban Development (HUD) regulations and Housing Authority policy to ensure departmental compliance. Updates and/or develops new procedures in response to changes.
- Prepares budgets, reviews monthly financial accounting, monitors budget variances and provides required reporting on department activities.
- Develops housing operational policies, procedures and reporting guidelines for all properties under department management.
- Meets with Executive Director and Board of Commissioners to communicate information and coordinate operational efforts.
- Using program statistics makes policy recommendations for staffing and administrative changes.
- Assists Executive Director and/or Department heads with special projects and administrative tasks.
- Other duties as assigned.
Qualifications
Four-year degree plus a minimum of (5) five years of progressively responsible experience in the administration of HUD programs. Of the (5) five years, must have a minimum of (3) three years with lead responsibility for management and supervision. Additional education/experience is desirable.
Expert knowledge of financial management
Expert skills in conflict resolution and mediation
Expert knowledge of Housing Choice Voucher, Moderate Rehabilitation and Project Based Section 8 rules and regulations
Expert Knowledge of Fair Housing Laws
Expert people management skills
Solid knowledge of contract administration
Solid written and verbal communication skills with the ability to effectively communicate and interact with all levels of personnel and the general public
Solid public speaking and presentation skills
Minimum of two (2) years of on-the-job training to perform the job effectively
