Job Description

In this full time permanent role, you will be a champion of diversity and inclusion.

Bechtel Infrastructure, along with key sub-vendors Bantrel and Comtech, has been appointed as the Delivery Partner (DP) within an Integrated Project Team (IPT) comprising the customer, Metrolinx, and its Technical Authority (TA) for the Ontario Line Subway (OLS) Project. The OLS Project scope includes the design build, operation, and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being delivered through major Public Private Partnership (P3) contracts and multiple Early and Advanced Works (EAW) contracts. The OLS Project is planned to open for revenue service in 2031. DP forms a key part of the overall leadership of the OLS Project.

If hired, this role job title will be Site Contract Administrator to align with the staffing plan. 

The Contracts Administrator will functionally report directly to the Contracts Manager and will report daily to the EAW Project Manager. Working with the EAW Project Manager the Contracts Administrator will provide sound commercial judgement of multiple EAW contractors in accordance with their contract requirements. The Contracts Administrator will be expected to demonstrate professional oversight of project delivery, the client’s compliance with regulatory and stakeholder requirements, procurement, risk management, and construction expertise and judgement in all phases of the Project work.

Duties & Responsibilities include:

  • Implement the division of responsibilities matrix which records the Project’s agreed assignment of various contract management tasks and the standard work processes and procedures applicable to Contract Administration. 
  • Administers are assigned contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties. 
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, contract performance, contract administration and other major matters.
  • Administers moderately complex contract changes by negotiating with contractor and customer personnel and obtaining settlement. 
  • Represents customer in contractual discussions of moderate complexity. 
  • Administers information programs to ensure mutual understanding of contract terms and conditions. 
  • Supports preparation of periodic status reports for management. 

Qualifications

  • Bachelor’s degree in Business, Supply Chain Management, Engineering, or other industry related field along with 6+ years of experience OR in lieu of a degree, a minimum of 10+ years relevant work experience is required. 
  • Basic knowledge of procurement regulations, policies, and practices. 
  • Specialized courses or experience in pricing, contract law, negotiations, and accounting. 
  • Working knowledge of engineering/construction industry contracting practices and policies, procedures, and work practices. 
  • Demonstrated oral and written communication skills. 
  • Experience in administering different contract types, fee arrangements and contract terms. 
  • Experience in developing and recommending potential solutions to contractual problems to management. 
  • Proficiency in MS Office software suite of programs (Word, Excel, PowerPoint, Outlook).
  • Ability to establish collaborative and effective working relationships with internal and external stakeholders.
  • Confidence in working within an environment of senior managers, client executives, and government agencies.
  • Understanding of compliance with protocols of company and client confidentiality.
