Job Description

Hatch and Bantrel have formed the Hatch Bantrel Joint Venture (HBJV) to execute engineering and construction on the BHP Jansen Potash Mine Project in Saskatchewan. After successfully completing the Definition Phase Study for the project, the HBJV is currently carrying out the Detailed Engineering Phase for the Processing, Non-Process Infrastructure (NPI) and Mining Areas of the 4.5 Mtpa Stage 1 Potash Mine. With a published TIC of US $5.3-5.7 Billion this will represent one of the largest projects and private investments in Canada. The HBJV will use a hybrid of best-in-class new developing technologies and systems as well as the proven HBJV suite of tools to execute this exciting project.

Reporting to the Commissioning Manager, the Lock-out-tag-out (LOTO) Authority Officer is responsible to develop, implement, maintain, and provide continuous improvement of the LOTO Program for the Jansen Project. The LOTO Authority Officer is responsible for training and enforcing the LOTO Program with the workforce for the Jansen Project.

This role is a critical component of the commissioning testing, and the incumbent will work in close cooperation with the Health & Safety team, Commissioning team, Construction team, Site Contractors, and Owner’s Teams to achieve the goal of zero harm.

 

*Please note this position is not eligible for a relocation subsidy or living out allowance. This will be a camp position on a 14 day on 7 days off rotation.

DUTIES & RESPONSIBILITIES:

  • Review and approve the LOTO Project Procedure
  • Approve LOTO requests
  • Qualifications of LOTO Coordinators and Officers (Authorized Employees and Contractors)
  • Consult on commissioning permits requests, Isolation plans, LOTO strategies, Work Package Risk Assessments (WPRA)
  • Support and coordinate with the sites H&S Team.
  • Daily communication with the LOTO coordinators
  • Accountable for the safe development, implementation, and execution of the LOTO procedure
  • Develop detailed procedures and forms, as well as setup digital tool for the administration of the LOTO activities
  • Responsible to set-up LOTO office
  • Procure and maintain sufficient inventory of lock-out devices including but not limited to lock out padlocks, safety tags, electrical lockout devices, multipurpose devices, valve lockout devices, lockout hasps, lockout boxes, etc. to run the LOTO department (on the IPT side)
  • Provide guidance to contractors with regards to the required setup on site for their LOTO office, setup, and materials
  • Develop and provide LOTO training for:
    • General Project Personnel
    • IPT LOTO Coordinators
    • Contractors LOTO Personnel
  • Approve qualifications of LOTO Coordinators and Contractors’ Personnel
  • Maintain a list of Authorized Employees and Contractors (Qualified) and only accept requisition from this list
  • Review and approve LOTO permit requests
  • Direct the placement/removal of LOTO tags and locking devices
  • Maintain registers for isolations and lock holders
  • Check the integrity of lock-out devices
  • Identify isolation points using the P&IDs, mechanical, electrical, and piping as-built (red-lined) drawings
  • Ensure that all energy sources and hazards are identified and recorded as per the LOTO procedure
  • Receive, verify, and approve LOTO and verify commissioning work permits (final approval of commissioning work permits to be approved by the area commissioning manager)
  • Receive LOTO permit requests
  • Close LOTO permits
  • Verify plan, and witness the verification of isolations prior to authorizing the start of the work
  • Enforce tagging and barricading and verify the isolation is performed following the LOTO permit, including the test for zero energy state.
  • Audit LOTO execution process across the project (Commissioning Team & Contractors)
  • Ensure the equipment or system is in a safe configuration after work is completed
  • Ensure the boundary isolation requirements for all first energizations in the Notice of Energization process.
  • Coordinate with Field Engineering, Construction or Commissioning to interpret drawings or confirm no residual energy before authorizing start the work
  • Provide overall coordination with regards to the Commissioning work permits

Qualifications

  • This position requires an individual with significant technical experience in heavy industry construction site with mechanical, piping, and electrical installation related to construction and/or pre-commissioning of a facility and equipment operations
  • Minimum 10 years of previous hands-on safety experience
  • Minimum 5 years of previous LOTO Officer/Coordinator specific experience
  • Experience in implementation of LOTO programs
  • Familiar with setting up digital LOTO systems
  • Experience with commissioning execution & operations
  • Strong leadership and coordination skills are a must
  • Expert communication skills
  • Deep knowledge and passion for LOTO
  • Capable to speak in front of an audience
  • Good organizational skills
  • Possess a familiarity with Control of Hazardous Energy CSA standard (CSA Z460)
  • Proven dedication to safety
  • Prior experience with mechanical, process and electrical LOTO isolations
