Job Description

PURPOSE: 

Colby Community College is seeking a Part-Time Human Resources Manager.  

As a Human resource (HR) manager, the incumbent will be involved with recruitment, training, career development, compensation and benefits, employee relations, industrial relations, employment law, compliance, disciplinary and grievance issues, redundancies etc. The job involves keeping up to date with areas such as employment law, which change often.

Under the general supervision of the President’s Office and Business Affairs Office, the incumbent performs set of integrated organizational HR processes designed to attract, develop, motivate, and retain productive, engaged employees. The goal of talent management is to create a high-performance, sustainable organization that meets its strategic and operational goals and objectives. 

The primary duties and responsibilities of the job: 

• Manages the recruitment and selection process for assigned departments. This includes planning, recruiting, interviewing, hiring and on-boarding.

• Ensures that the employment process meets all required college standards and practices as well as employment laws and regulations.

• Partners with hiring managers to identify ideal candidate skills and experiences to develop a recruitment strategy.

• Writes and edits ads and postings in collaboration with hiring officials.

• Sources and researches passive candidates via online searches, networks, forums and other creative techniques to attract talent.

• Screens employment applications and recommends qualified candidates.

• Conducts interviews with applicants.

• Communicates expectations, feedback and status updates to candidates and hiring managers.

• Verifies, interprets, and evaluates references and credentials.

• Supplies and discusses relevant information on job applicants with the responsible hiring manager for their consideration and decision.

• Interprets compensation policy and procedure and counsels managers regarding internal equity and related issues as part of the hiring process.

• Calculates and recommends salary offers, within established guidelines.

• Manages the offer process, including negotiating and communicating offer information, compensation and benefits.

• Supports new employee on-boarding.

• Continually analyzes, refines and enhances every aspect of the recruitment process. Shares information on trends in talent acquisition with senior management.

• Stays abreast of best practices in talent acquisition, hiring regulations and visa processes as needed.

• Represents the college at job fairs, career days, campus visitations and community outreach activities and other sourcing activities.

• Assists college employees seeking positions as a result of reductions in force.

• Works on special employment/HR projects as needed.

Little to no travel is expected for this position

SALARY/WAGE

$28,700 to $32,500

Qualifications

Bachelor's degree in Human Resources, Business Administration, Psychology or other related field required. Additional education may substitute for required experience to the extent permitted by the CCC equivalency formula

Work experience: 

• Minimum of two years of talent acquisition / Human Resource experience that demonstrates a progressive and pro-active approach to the recruitment of talent. Additional related experience may substitute for required education to the extent permitted by the CCC equivalency formula

• Knowledge of employment laws (including FLSA, FMLA,) recruiting procedures, compensation practices, diversity recruitment, HR reporting and record keeping required.

• Knowledge of benefits administration and immigration regulations strongly desired.

CCC Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. 

Special skills and knowledge: 

• Strong consulting and negotiation skills needed to be able to provide appropriate counsel and advice.

• Creativity, innovation and resourcefulness needed to develop recruitment strategies.

• Strong analytical, critical thinking, problem solving, judgment, conflict resolution, negotiating, influencing and decision-making skills.

• Ability to maintain confidentiality, tact and diplomacy.

• Must have proficiency working with the web, databases, Microsoft Office, job boards, social media, applicant tracking systems and electronic mail.

• Exceptional written and oral communication skills.

• Successful experience sourcing active and passive candidates.

• Must have the ability to work collaboratively with others.

• Handle various HR issues and concerns effectively while maintaining confidentiality.

• Ability to research, analyze and interpret data.

• Demonstrate strong initiative and energy, as well as a cooperative spirit.

• Relevant professional certification such as Certified Internet Recruiter, Certified Staffing Professional, Professional Recruiter Certification and/or PHR preferred.
