Job Description

The Senior Acquisition Resource Management Analyst will provide support to Secretary of the AF Resource Management (SAF/AAR) in ensuring that programming actions are integrated with the HAF resource management process. Further, the analyst will apply a broad range of programming methodologies to develop program budget documentation and to develop program objective memorandum submissions using existing systems, briefings, emails, and the World Wide Web.


The contractor will provide support to improve cradle-to-grave management to include, but not limited to:

  • Provide support to Headquarters Air Force Resource Management (HAF/RM) to improve management of the entire HAF portfolio (programming through budget execution)
  • Develop program budget documentation
  • Coordinate with HAF staff to develop documentation of baseline and changes to assigned programs
  • Prepare draft responses, IAW formats provided to meet resource management process preparation instructions, to the program owner and the Air Force Corporate Structure
  • Develop Program Objective Memorandum (POM) submissions
  • Review content of assigned programs and make recommendations to the HAF staff and the program owner to strengthen the clarity and justification of the offset, disconnect or initiative being proposed
  • Apply extensive knowledge of to analyze new or emerging documents, proposed law and policy, or other information as needed
  • Conduct research and analysis of government regulations and policies with accepted methodologies as needed
  • Develop presentations that include resource analysis and fiscal budget implications
  • Analyze data after performing research of multiple data bases
  • Work with and coordinate efforts with diverse financial or acquisition groups with DoD, the Federal government, and industry
  • Author messages, white papers, bullet background papers, or other documents as needed 
  • Develop documentation and presentations for delivery to clients
  • Help resolve problems and ensure customer satisfaction
  • Foster positive client relationships


Minimum Qualifications

  • Bachelor's degree in history, public policy, political science, business, or related field
  • Dynamic personality that can adapt to changing requirements
  • Currently possess, or be eligible to obtain a Secret Clearance.  (Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. U.S. citizenship is required.)
  • 8+ years relevant experience
  • Extensive experience in resource management (programming through budget execution) using systems such as ABIDES, RAPIDS, etc.
  • Extensive knowledge of programming through budget execution
  • Government Financial Rules, Acquisition Rules, and Policies
  • Knowledge of links between programming and budget and acquisition processes (e.g., Financial Management Regulation, DoD 7000-series and Defense Acquisition Management (DoDI 5000-series)
  • Familiar with Congressional or contracting practices
  • Working knowledge of Microsoft Word, Excel, PowerPoint, Access, and Project
  • Project Management
  • Reliable, self-motivated, and focused on quality
  • Ability to work as part of a team
  • Exceptional written and verbal communication skills

Preferred Qualifications

  • Master’s degree in related field
