Job Description

Brief Description of Duties: 

This position is located in the D.C. Office on Aging (DCOA), Planning, Policy and Evaluation unit.   The D. C. Office on Aging's mission is to advocate, plan, implement, and monitor programs on health, education, employment, and social services which promote longevity, independence, dignity and choice for our senior citizens. 

The incumbent is considered a technical expert who is a trained statistician with data entry, database management and control, gerontology programs evaluation capabilities and works closely with all units within the agency. 

This position serves as DCOA's liaison to the public, providers, the DCOA team, government officials, private officials and representatives to effectuate timely, smooth and complete delivery of information and data. The incumbent participates in planning, development and implementation of analysis plans for our customers screening data and surveillance. Determines the criteria that must be considered to ensure the selection of the most appropriate data analysis techniques in the case of specific program evaluation. 

Coordinates the agency's evaluation process of all programs/services by coordinating and overseeing program evaluations for the agency. 

Anticipates new developments and emerging trends. 

Conducts strategic planning with respect to survey design, analytic direction, and workload management. 

Conducts research into methodological issues in measuring biases in data from various programs. 

Initiates and implements plans to strengthen data collection, data analysis and data reporting activities of DCOA ensuring that the programs/services further the mission of the agency, improving the lives of the seniors that we serve. 

Samples, collects, computes and analyzes complex statistical data such as measurements of central tendency, analysis of variance, simple and multiple correlation, and tests of significance.  

Conducts program evaluation for various components of DCOA, including clients¿ satisfaction surveys and intake forms provide professional development assessments, including preparing data collection instruments, keying, analyzing and reporting on evaluation data. 

Prepares comprehensive annual DCOA data analysis report of program results and disseminates results in a wide range of venues including publications, dashboards, summaries and special reports for the agency, its stakeholders and community at large. 

Participates in writing DCOA's Annual Report, Strategic Plans, etc. 

Interfaces with all aspects of DCOA by preparing linkages of DCOA's data with the EOM, DC City Council, local and federal government partners to validate, reconcile and supplement data for all systems used. 

Plans and carries our quality control programs and selects appropriate statistical methods to be used in surveillance and improved quality control analysis and evaluation.  Develops approaches and prepares analytical reports. 

Participates conferences, workshop and community forums to present  analyses and findings to the residents of the District of Colombia and nationally. 

Serves as DCOA's liaison to the public, providers, DCOA team, government and private officials, representatives to effectuate timely, smooth and complete delivery of information and data and participates in planning, development, implementation of analysis plans for our customers screening data and surveillance. 

Contributes to the discovery, development and delivery of data products for the agency; analyzes and presents data in a way that can be used to make intelligent business decisions and influence policy. 

Gains knowledge about the user's environment, data and software and hardware needs. 

Develops approaches and prepares analytical reports using SAS and/or SPSS on performance measures, core indicators and program benchmarks. 

Plans, directs or self-implements data initiatives and reporting activities.

Qualifications

Specialized Experience:   Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Substitution of Education:   A substitution of education for required experience will be allowed as defined in OPM's Qualification Standards.  However, in order to receive credit, applicants must submit official proof of educational attainment at the time of application.

Time-in-Grade Restrictions:   Time in grade restrictions must be met by the closing date of this vacancy announcement.
