Job Description

D2DInc is looking for a Budget Analyst to provide Budget Formulation and Execution support for a government customer. This position provides technical support on budget and financial programs in support of agency.  The work includes planning, formulation, justification and execution of agency budgets in support of the directorate mission objectives. Specific duties will include:

  1. Provide support during budget and execution year reviews.
  2. Provide budget support: to include funding strategies, budget initiatives support, and interface with other offices
  3. Preparing all related budget book (s), and budget exhibit preparation for the President’s budget submissions. 
  4. Assist in the validation, coordination and delivery of initial budget exhibits and operational budget exhibits submitted by office.
  5. Provide technical assistance and support to identify and resolve Unliquidated Obligations and Outstanding commitments impacting funding reconciliation. 
  6. Provide liaison with respective Program Offices and points of contact based on established relationships to validate obligation-phasing plans and to ensure compliance with office/department obligation benchmarks. 
  7. Provide services to assist with obtaining and analyzing financial data from locations such as FBMS and FFS.
  8. Provide financial assistance in drafting responses to Department related data calls. 
  9. Provide financial assistance in adjusting funding allocations as required in response to supplemental funding that may be provided. 
  10. Prepare financial briefs depicting wide range of financial data for various meetings and conferences such as the Tribal Interior Budget Committee meetings as well as recurring presentations depicting the latest status of key metrics and customer items of interest.
  11. In conjunction with agency/department develop and provide regular metrics, along with accompanying analyses, covering a broad range of execution, obligation and funding data.
  12. Coordinate periodic agency/department financial/budget reviews which include the development and preparation of detailed presentations charts, funding summaries and back-up material.
  13. Provide technical and analytical research assistance with audit responses from Office of Management and Budget (OMB) / Department Inspector General (IG) reports and similar data calls during the budget and execution cycles.
  14. Provide and assist in financial spend plan management, develop of spend plans and checkbook, development of requirements vs. control strategies, drafting deficiency statements and obligation and execution tracking, and assistance with all aspects of periodic reviews.
  15. Provide technical and professional functional assistance in supporting daily requirements, data calls, conferences, and meetings in support of budget related programs.
  16. Assisting in developing, validating and editing financial reports, summarizing budget targets, expenditures, labor costs, travel expenses, commitments/ obligations, and year-end analysis;
  17. Performing data entry in various Department and non-Department systems;
  18. Reconciling financial systems and making corrections when approved;
  19. Assist in tracking Reimbursable Spending Agreements by posting and tracking obligations to ensure payments are made;
  20. Participating in agency meetings related to financial management;
  21. Assisting the agency staff in coordinating and managing meetings;
  22. Performing regulation searches;
  23. Assisting in responding to information requests; and
  24. Maintaining records in accordance with federal regulations.

Qualifications

Candidate must have a Bachelors degree and at least 5 years of relevant experience in government finance/budget office environment. Strong Excel skills are required. IDEAs, Quicktime, and Govtrip understanding and technical user capability is desired but not required. Experience with FBMS and technical user capability is desired but not required.
