Job Description

Coordination of EMIS data collection and verification across the agency, educating requisite ESC personnel on their role in collecting/reporting/verifying accurate information in accordance with ODE timelines;

Collecting, compiling, verifying and reporting student data to the state via EMIS for the ESC;

Ensuring the ESC is meeting EMIS requirements, and understanding the underlying educational policy;

Providing EMIS information to ESC member districts with students enrolled in ESC direct services programs, so districts can report student data accurately/completely;

Ensuring that the ESC is accurately collecting and reporting data on behalf of its client districts for whom the ESC reports preschool units to the state:

Supporting community/STEM school clients as they enter/report data to ODE via SOES;

Coordinating with a third party contractor to support client community/STEM schools with EMIS reporting, and; Supporting other student data systems.

Responsibilities and Essential Functions:
Maintaining up-to-date knowledge and awareness of existing EMIS reporting requirements and the underlying policy requiring them, as well as any changes in reporting requirements articulated by the Ohio Department of Education.

Providing EMIS customer support to ESC member districts with students enrolled in its direct services programs, ensuring the ESC has thoroughly and accurately provided all necessary EMIS information so respective districts can meet their EMIS reporting requirements;

Establish business processes with client districts for whom the ESC reports preschool units to the state, ensuring that the ESC is collecting and reporting data accurately.

Develop and coordinate data collection/entry processes to meet EMIS requirements.

Establish data verification processes to verify that student/staff data meet EMIS requirements, both for ESC direct service programs, and the districts for which the ESC reports preschool units.

Educating designated ESC personnel about EMIS reporting requirements, develop and execute training (as needed), and provide technical assistance as questions arise.

Employ tools to monitor student/staff data for EMIS compliance on an ongoing basis;

Coordinate with respective staff across the agency to verify data accuracy and correct any errors.

Establish and implement a plan for data collection/verification/reporting, in alignment with the state EMIS reporting timelines, with ESC member district calendars, and ESC staff employment contracts.  (e.g. data must be collected before teachers leave for the summer.)

Work with EMIS coordinators in other Ohio school districts to rectify mutual errors/conflicts on data verification reports.

Ensuring that all tasks on respective reporting period checklists are completed in the student information system.

Serve as district liaison with the Information Technology Center (ITC) and Ohio Department of Education, regarding requirements/procedures of student and staff data reporting;

During an open reporting period (for student/staff data), communicating status of the ESC progress in meeting EMIS accountability requirements to ESC leadership.

Attends state, vendor, or ITC-sponsored training on student information system and state reporting requirements.

Recommends solutions, policies and standards regarding data quality to the Center Director for adoption and implementation.

Regularly evaluate existing data collection, verification and reporting processes/instruments to identify opportunities to improve/streamline.

Design data extracts from the student information system to import into other student data systems adopted by the ESC and/or serve in an administrator role, updating data/creating accounts in said student information systems.

Fulfill requests for student information, helping end-users articulate requirements for the request.



Minimum Qualifications:
Bachelor's degree or equivalent combination of training or work experience.

At least 3 years experience with EMIS (desired)

At least 2 years experience in utilizing student information systems in an educational environment

Experience in public sector/school environment preferred.
