Job Description

The purpose of this contract is to procure technical assistance to improve early grade reading skills for Honduran students from first to sixth grade in the target regions. At the end of 2015, 38 percent of sixth grade students nationwide performed at grade level. This Activity will take on a national systems strengthening approach. Building on USAID’s prior national level investments in improving curriculum, teaching practices and the education evaluation system, interventions will be explicitly targeted to improve instruction at the school and classroom level. These interventions will include but not be limited to providing support for improving teacher effectiveness; strengthening existing student assessment at the school level; increasing the quality, availability and use of reading materials; and strengthening classroom and school management.

Position Description

The Deputy Chief of Party (DCOP) acts as the Chief of Party (COP) in the absence of the COP. The DCOP will be responsible for management of the technical activities and implementation of the project.

Qualifications

Education: Requires a master’s degree in a relevant field such as education, management, social sciences or development studies. In lieu of a master’s degree, a bachelor’s degree with five years of relevant international development experience in the education sector will be acceptable.

Skills and Experience:

  • At least 8 years of demonstrated experience in the successful implementation of international development activities (at least 3 years must have been in senior program management including direct supervision of professional and support staff);
  • Experience working in the education sector in Latin America, particularly in Honduras is preferred;
  • Desired experience includes work in policy advocacy, monitoring and oversight, capacity development in education sector; and
  • Experience in awarding and managing grants to local organizations to promote education-related goals.

Language Proficiency:

  • SPANISH: Advanced Professional Proficiency in Reading, Speaking, Listening and Writing is required.
  • ENGLISH: Advanced Professional Proficiency in Reading, Speaking, Listening and Writing is preferred.
