Job Description

PURPOSE OF POSITION:

Develop, lead and oversee all company activities involving OSHA’s Process Safety Management (PSM) system and the Department of Homeland Security (DHS) 6 CFR Part 27 (Chemical Facility Anti-Terrorism Standards) within the regulated areas and ensure compliance with EPA’s Risk Management Plan (RMP) and California Accidental Release Prevention (CalARP) programs. This position will also serve as an internal consultant for health/safety issues and maintenance/engineering actions. Additionally, this position will serve as the Authorizing Person and Submitter for all Foster Farms Poultry Division RMP and DHS submissions.

ESSENTIAL JOB FUNCTIONS:

Audits and evaluates Process Safety Management (PSM), Risk Management (RMP), LDEQ, CalARP, and DHS 6 CFR Part 27 compliance within the organization.

Lead and directs Process Safety Management (PSM), Risk Management (RMP), LDEQ, CalARP, and DHS 6 CFR Part 27 compliance to line organization, ensures all parties know and adhered to regulatory deadlines/timelines.

Continue to develop, update, and maintain corporate and site specific PSM/RMP/LDEQ/CalARP, and DHS 6 CFR Part 27 programs that comply with existing and changing federal, state, and local regulations. Must develop sound strategies to eliminate and/or mitigate the potential for hazards that may affect the health and safety of our employees and surrounding community members. Collaborate with and assist regulated sites in documenting and achieving PSM/RMP and DHS 6 CFR Part 27 compliance.

Assist in the supervision, coordination and/or review of third party audits, assessment and recommendations for regulated process.

Coordinate the required site-specific training and implementation of emergency response teams within Foster Farms and assist with local Hazardous Materials Responders. Conduct majority of the training for FF employees.

Leads incident investigations that involve DHS, PSM or RMP/LDEQ/CalARP listed chemicals and processes, performs root cause analysis or process hazard analysis, and helps develop action plans that will prevent recurrences.

Coordinates with project engineers in the technical design review of new projects, remodels, and equipment replacement to ensure appropriate controls are in place as it pertains to DHS, PSM/RMP compliance.

Assist Risk Management department by completing additional health and safety related assignments in a professional and timely manner.

Assist local regulatory agency representatives by proactively providing them with information and training related to Foster Farms PSM, RMP, LDEQ, CalARP, and DHS 6 CFR Part 27 compliance programs.

Respond to emergency incidents involving the corporation 24 hours per day 7 days per week.

Qualifications

Requirements:

Bachelor’s Degree in Industrial Health, engineering or related field or a minimum of a five years professional experience in the planning, development, and implementation of PSM, RMP, LDEQ, CalARP, and experience with DHS 6 CFR Part 27 compliance requirements is preferred. Certified Safety Professional (CSP) is preferred.

Education and or experience must clearly indicate the existence of specialized knowledge in process safety management/risk management plans.

Must demonstrate high level of independent organization and prioritization, as well as be able to maintain multiple deadlines while working on multiple projects simultaneously. Ability to plan 5+ years.

Candidate must have or clearly demonstrate ability to quickly and independently obtain high level of knowledge in the following specialties: developing and facilitating process hazard analysis studies; emergency response planning/training; developing written PSM, RMP, LDEQ and CalARP prevention programs; conducting PSM, RMP, LDEQ and CalARP compliance audits; hazard communication; electrical safety; lockout/tagout; respiratory protection; and DHS 6 CFR Part 27 compliance.

Ability to pass and maintain Hazardous Materials Emergency Response Instructor certification is required through CA-OES CSTI for teaching the following: FRA, FRO, Industry Technician, and Incident Command CSTI Certified training courses.

Proficiency in Microsoft Office applications including but not limited to Outlook, Word, Excel, PowerPoint, & Access and ability to use technology to enhance compliance and efficiency.

Experience in ammonia refrigeration including maintaining the mechanical integrity / proactive preventive maintenance of refrigeration equipment. Including Policy & Procedure and Prevention Programs development related to RMP/CalARP/PSM Compliance is strongly preferred. Experience in a related chemical / process field will be considered.

Knowledge of Cal/OSHA, Fed/OSHA, WISHA, EPA’s RMP, LDEQ, CalARP, UFC, and DHS 6 CFR Part 27 regulations and standards.

Ability and qualifications to obtained CVI clearance in order to maintain DHS programs.

Travel is required up to 20% of the time but normally set at the discretion of the individual in the position.

Strong oral and written communications skills and the ability to work in both individual and team work settings with minimum supervision.
