Company Description

The Foundation for California Community Colleges (Foundation) administers and manages the Bureau of Automotive Repair’s (BAR) Smog Check Referee Program (Program). The Foundation, under contract with BAR, provides by appointment only, test-only facilities throughout the state. These facilities are authorized to perform referee functions for consumers whose vehicles were unable to receive a smog certificate through a licensed commercial smog station. Most of the stations are located on California community college campuses with some located at private commercial partnerships. The Referee sites inspect and test vehicles, and determine if the vehicle should be given a smog certificate or be sent back to a Smog check station for repairs.

Job Description

The Referee will be based in San Diego and will also cover absences at the community colleges in the following cities as needed: Palm Desert, El Cajon, Fullerton, Huntington Beach, San Diego, San Jacinto and Chula Vista.

The BAR Site Referee achieves Program goals and requirements by performing BAR tests, managing site specific program staff; interacting with consumers, following program policies, procedures, and practices; solving problems and resolving conflicts; and communicating with regional managers, appropriate administrators at participating colleges, affiliated programs, and program stakeholders. The Referee must drive the consumer’s car unto the dyne and test. The Referee performs the Inspection and testing of customer’s vehicles for smog certification, verifying compliance of smog check laws and regulations, and providing test results and information to vehicle owners and Program managers.

Essential Job Duties/Responsibilities:

1. Maintain site specific referee program by performing inspection and testing of customer vehicles for smog certification; performing compliance verification of smog check laws and regulations; and disseminating of test results and information to vehicle owners and program management.

2. Suggest program improvements.

3. Respond to technical questions from customers.  

4. Maintain work space and equipment. Maintain and promote safe and incident free work environment; 

provide safety information to staff and customers and respond to safety concerns.

5. Deposit all fees received.

6. Maintain communication with Regional Manager and BAR referee sites by establishing

and maintaining rapport with staff, attending meetings, and preparing/distributing necessary reports.

7. Submit monthly report to Regional Manager outlining all complaints received and the resolution of each complaint.

8. Maintain site specific job results and staff by recruiting, selecting, orienting, and training program employees and students; counseling and mentoring program employees and students; planning, monitoring, and appraising job results.

 9. Contribute to team effort by completing other assignments and serving on project teams related to the referee program as assigned and accomplishing related results as needed.

10. Must possess a current valid California driver’s license and insurance and have acceptable driver’s record in order to conduct program business.

Supervisory/Lead Responsibilities: Lead/direct the training, development, performance appraisal and work assignments of assigned personnel and assigned Student Technicians.



Qualifications

Knowledge, Skills & Abilities

• Knowledge of current principles and practices of automobile repair and technology, including California state and local automobile policies, procedures, and codes; plus BAR smog check procedures

• Proficiency with Microsoft Office Suite and system maintenance applications

• Strong initiative and ability to learn quickly

• Strong problem-solving and follow-through skills

• Strong verbal communication skills

• Skills in interpersonal relationships and communication between consumer, site staff, and program management

• Ability to read, analyze, and interpret general business correspondence

• Ability to respond effectively to routine inquiries or complaints

• Ability to present basic information and answer routine questions in for customers, program staff, and the general public

• Ability to switch rapidly among multiple ongoing tasks

• Ability to effectively instruct, mentor, and supervise Student Technicians to such a level that the student can pursue employment.

• Ability to operate automotive vehicle, possess current valid California driver’s license, and be acceptable to FCCC insurance carriers.

• Ability to pass background check

• Ability to make daily deposits of fees received from consumers

• Maintain valid California Driver License

Education and Experience

• Advanced Smog Check (EA) license required

• Minimum of two years of experience in the automobile repair and technology field

Physical Requirements

• Ability to work at a computer workstation for periods up to 4 hours at a time and for up to 8 hours per day for up to five consecutive days

• Ability to speak on the telephone for a total of up to 3 hours per day

• Ability to sit for up to 3 hours without breaks

• Perform repetitive movements, such as typing, filing, and the use of commonly used office machines and supplies

• Ability to lift and move a minimum of 40 pounds
