KIPP NYC Public Schools is a non-profit network of free, public charter schools that prepares students for success in college and life. In 1995 we started our first middle school, KIPP Academy, in The Bronx.  Our goal was to graduate students with the strength of character and academic abilities needed to succeed in high school, college and beyond – and in so doing, to prove what is possible for all students.  Today, our New York City network is comprised of seven elementary schools, seven middle schools, one high school, and KIPP Through College and Career, a comprehensive support program for our alumni. KIPP NYC Public Schools currently serves more than 6000 students and alumni and has a staff of more than 700. KIPP NYC is continuing to grow and will be opening two new middle schools in August 2021!

Job Description

The Regional Associate Director of Compliance (ADC) will be a critical member of the KIPP NYC Regional Operations team, responsible for the execution KIPP NYC’s mission to grow and serve nearly 10,000 students by 2028. The ADC will manage and execute core priorities and projects directly related to meeting various compliance requirements, primarily surrounding per pupil billing, state charter compliance, reporting, safety, risk management and student data compliance.  

As a growing network, there is a strong need to develop a clear compliance strategy that ensures a continued smooth operation of the organization. The Associate Director of Compliance reports to KIPP NYC’s Managing Director of Operations, and is a member of the regional operations team.

General Duties and Responsibilities include (but are not limited to):

Per Pupil Billing & Public Grants Management

  • Develop long-term strategy for managing per pupil billing in collaboration with the Student Support Services team, with increasing compliance requirements for student data reporting for general education and special education students
  • Manage and execute quarterly per pupil billing cycles to ensure that student data is accurately reported and reconciled, and funding is delivered timely without delay
  • Collaborate with KIPP NYC Finance team on Title I, CSP, and other public grants compliance, including managing and tracking McKinney Vento and Parent Engagement funds

Charter Compliance & Reporting

  • Manage yearly charter renewals process with charter authorizers to ensure full-term renewals 
  • Manage authorizer and NYC DOE compliance requirements for new schools launch planning and new site visits
  • Collaborate with KIPP NYC Data team to ensure accurate annual reporting for all charters

Student Data Compliance & NYC Department of Education Liaison

  • Serve as point person for all NYC DOE core offices and services, including but not limited to:
    • SchoolFood
    • Office of Pupil Transportation
    • Charter School Office
    • Facilities & permits department
  • Ensure schools meet NYC DOE compliance requirements (e.g. FAMIS spending, surveys completion, etc.)
  • Ensure all schools maintain accurate and complete student files and data in both internal and external systems (e.g. PowerSchool, ATS, hard student files, etc), and manage yearly student file audits

School Safety & Risk Management

  • Ensure all schools meet NYC DOE & KIPP NYC safety requirements
  • Develop strategy for ensuring school and organization accountability to managing school safety
  • Collaborate with KIPP NYC Legal team to ensure school compliance to risk management policies
  • Ensure schools are compliant to emergency response protocols, fire and evacuation protocols, building response team/incident command team management, building safety meeting management, safety plan coordination with co-located schools, managing safety walkthroughs and general safety preparedness and response.
  • Sit on the regional incident command team and ensure regional leadership is informed of all safety and risk management matters related to schools

Qualifications

  • Bachelor’s degree required
  • Minimum 3 years’ experience managing high-stakes compliance work, preferably in the public education field
  • Excellent data analytical skills and the ability to make decisions in the face of ambiguity
  • Strong prioritization and ability to manage multiple projects with strong attention to detail
  • Strong interpersonal skills, with the ability to develop productive working relationships with multiple stakeholders across the organization
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic, fast-paced environment
  • Ability to exercise discretion and judgment with the handling of highly sensitive and confidential information

  • Please note this role could be performed almost fully remotely but will require some in person meetings occasionally
