Acquisition Support Specialist

  • Clearance: TS/SCI
  • Location: Springfield: VA
  • Years of Experience: 5+ Years

Assignment Description:

Individual provides technical acquisition support to government development of acquisition packages. Position is responsible for management and technology assessments of contractor solutions and processes. Position will require evaluation of technical and schedule progress of contractor efforts. Individual must possess ability to describe the intention, objectives and value of acquisition policy and efforts to internal and external customers.

Duties include: 

  • Evaluate PMO RFPs, and ECPs and other acquisition documents as required
  • Demonstrated experience in requirement analysis, documentation and RFC preparation
  • Demonstrated experience in program/project milestone review planning and coordination
  • Demonstrated spreadsheet, database, presentation, media/graphics, and word processing software technologies. Proficiency with Microsoft Office applications is a minimum requirement
  • The ability to interface with different personalities in a range of positions, including scientists, technical leads and managers at senior levels within multiple agencies 
  • Knowledge of and experience in Intelligence and DoD community activities, to include advanced research development efforts
  • Ability to work in a dynamic work environment and being able to respond to short deadlines
  • Knowledge of and experience with DoD and Intelligence community technology insertion and transition programs
  • Planning, coordination, writing, and evaluation of programmatic proposal documents
  • Review and write technical evaluations of contractor provided ECPs
  • Review and provide technical assessment of WAGs/ROMs for potential new scope
  • Develop independent program office high-level cost estimates for future requirements

Additional Duties Include:

  • Assist with coordination of documents needed for procurement packages to include Statements of Work, Market Research, Requests for Information, Determination and Findings, Independent Government Cost Estimates, Acquisition Plans.
  • Facilitate, as needed, coordination with NGA partner organizations for interdepartmental procurement actions (MIPRS).
  • Generate funding documents in NGA system for routing and approval in PRISM
  • Track status of procurement planning and actions and report actions and status as needed
  • Assist with budget planning and procurement planning and expenditures
  • Create and review travel authorizations/vouchers
  • Prepare conference cost calculators and corresponding staffing documents
  • Perform duties of an Asset Custodian

Qualifications

Required Qualifications:

  • Customer-service and goal oriented
  • Excellent oral and written communication skills
  • Ability to work independently and as a team member under tight deadlines with changing priorities
  • Experience working with various intelligence community organizations and their operational site customers
  • 5 years min experience with DOD/IC Acquisition processes
  • Demonstrated understanding of the R&D geospatial intelligence mission and its contributions to the IC

Desired Qualifications:

  • Government agency or military staff experience
  • Familiarity with the National Geospatial-Intelligence Agency and the functional area of geospatial intelligence (GEOINT) 
  • B.A. degree in an associated discipline, M.B.A., M.S., or M.A. desired
  • MS Office Suite proficiency with expert knowledge of MS Excel and Access
  • Familiarity with the National Geospatial-Intelligence Agency and the functional area of geospatial intelligence (GEOINT)
  • Familiarity with advanced research and development activities and organizations
