IMS Systems Architect – IV

Description:

The successful candidate will have demonstrated experience developing a time-phased Enterprise Architecture (EA) that captures future states within the Human Capital domain. A key focus of this effort will be working with the customer and user representatives in the Mission Talent Alignment (MTA) Business Services portfolio to define, plan, prioritize, and optimize initiatives. In addition, the MTA Architect will lead solution architecture efforts in transforming the customer’s current visualization data lake into a common analytic environment, supporting new collaboration opportunities to include C2S future planning. The successful candidate will have demonstrated experience developing solution architectures within the GEOINT or other applicable NSG or IC domain. Architecture products will be modeled in accordance with the DoD Architecture Framework (DoDAF) and the IBM Rational System Architecture (SA) tool across multiple time epochs.

Specific task responsibilities may include:

  • Lead development of DoDAF 2.0 compliant Operational (OV), System (SV), Service (SvcV) and fit-for-purpose models, as required, to ensure alignment with the GEOINT Enterprise Architecture, NGA portfolios priorities, the agency’s strategic vision and mission critical capabilities
  • Verify that relevant performance Measures of Effectiveness/Measures of Performance (MOEs/MOPs) are allocated and tracked throughout the EA
  • Perform solution architectural analysis, including analysis of alternatives and trades to inform acquisition decisions
  • Apply external interface requirements and GEOINT standards to architectural products
  • Document external system/service data exchanges
  • Apply conceptual and logical data architecture concepts; collaborating on and coordinating changes to data models
  • Apply Service Oriented Architecture (SOA) and Cloud concepts to architecture solutions
  • Support Architecture integration sessions with architecture skill center staff, customer stakeholders, industry, and contractor support personnel
  • Develop architectural assessments, presentations, white papers and other analyses, as required
  • Communicate architecture baselines and demonstrating value to customers not versed in architecture principles
  • Attend and brief engineering and architecture review boards, serving as a team member simultaneously supporting multiple development efforts across the NSG

Qualifications

Required Qualifications:

  • Active TS/SCI clearance
  • BS in Engineering, Computer Science, Information Systems or equivalent
  • 10+ years in Systems Engineering or related field
  • 5+ years in solution architectures supporting a mission critical operational and solutions development effort
  • 4+ years’ experience with IC, NSG or NGA operations (including mission partners)
  • 4+ years in architecture development and analysis (DoDAF), requirements analysis
  • Demonstrated experience leading teams developing/integrating architecture models across the capability, operational, and solution domains to include both structured (functional decomposition) and object techniques
  • Excellent facilitation, oral presentation, and writing skills to include architecture model development
  • Ability to work independently, within a team, and/or lead a team of other architects/engineers
  • Experience using relevant architecture tools (e.g. IBM Rational System Architect)

Desired Qualifications:

  • MS in Engineering, Computer Science, Information Systems or equivalent
  • 3+ years’ experience working with DoD Services (USAF, USN desired) & combatant commands
  • EA Certification by a recognized Government or academic institution
  • Working knowledge of agile engineering principles, Scrum agile, or SAFe Agile methodologies
  • Knowledge of the NGA acquisition process and RFC process to include RFC preparation
  • Experience in End to End performance analysis
  • Awareness and use of key community reference models (JARM, FEA-CRM)
