Job Description

The Technical Information Analyst, Publications (TIA/P), will be the subject matter expert for the Laboratorys Publications workflow system that supports the review and release of Scientific and Technical Information ( STI, i.e., publications, software and data) to the DOE Office of Scientific and Technical Information. The TIA/P will provide front-line user support for the Laboratory’s Publication system, will manage the Copyright Transfer Agreement process, and will work with researchers to acquire accepted manuscripts to comply with DOE public access requirements. The individual must develop a comprehensive understanding of the STI process and Publications system to provide direct user support and to develop user aids. The TIA/P will also develop and conduct training for Laboratory staff in the use of the Publication system.

Technical Information Analyst, Publications (TIA/P) will be responsible for working with the STIP Manager and Releasing Official to ensure that the Publications System complies with STIP requirements, supports researcher needs and provides ORNL management requested metrics on researcher productivity and STI.

Major Duties/Responsibilities



• Works independently to provide first-line user support to staff and management about use of the Publications system and about STI requirements and policies.

Develops in-depth knowledge of DOE regulations, ORNL guidance and requirements and operation of the Publication system.

Ensures ORNL staff have appropriate access to Publication systems functionality, based on staff position and responsibilities.

• Troubleshoots system problems and works with the ITSD technical lead to resolve problems.

Provides front line support and guidance to users on the Copyright Transfer Agreement (CTA) approval process.

• Ensures CTA forms are correctly completed, reviewed by Legal and signed by the Labs CTA representative.

• Implements the DOE Office of Scientific and Technical Information public access policy at ORNL, under guidance of STIP Manager.

• Monitors compliance with the accepted manuscript policy and develops strategies to improve compliance.

• Develops promotional and training materials and conducts training for Laboratory staff in the use of the Publication system.

Qualifications

Basic Qualifications:

• Master’s degree in information or library science from an accredited university OR Bachelors degree from an accredited university with at least 5 yearsexperience working with document management/publication/library systems, copyright issues, and user support.

• The ability to obtain and maintain a Q-level security clearance is
required.

Preferred Qualifications:

• Demonstrated competence in using document management, publication or integrated library systems.

• Demonstrated analytical and problem solving skills, with an aptitude for complex and detailed work.

Experience working with meta-data, citations and bibliographic information systems.

Experience with developing instructional or promotional materials.

Ability to interact effectively with all levels of the organization is required.

• Excellent interpersonal skills and oral and written communication skills are mandatory.

Must be able to set priorities, multi-task, be self-directed and motivated and adapt to ever changing needs.

• Proven ability to function well in a fast-paced environment and handle multiple priorities.

• Must have the ability to work with a team of service-oriented professionals.
