TITLE: Domestic Policy Advisor LOCATION: Washington, DC REPORTS TO: Director, Government Relations and Public Policy COORDINATES WITH: VP for Advocacy Alliances and Policy; Issue specific Policy Advisors, US Domestic Program; Campaigns, Alliances; Communications/Public Engagement; and Resource Development. PURPOSE OF POSITION: Working with the Director, the Domestic Policy Advisor is responsible for providing strategic guidance and implementation in support of Oxfam’s domestic policy agenda. The Advisor will focus on issues specific to policy in the US as well as issues in which US policy/practice has global impact. In each policy area, the Advisor will bring a focus to the intersection of inequality, racial equity, and gender justice on marginalized communities. The Advisor will advise teams and develop power analyses that inform Oxfam’s policy positions in Congress, with the Executive Branch, and at the state level. The Domestic Policy Advisor will support the Government Relations and Public Policy team as they engage strategically around activities of federal departments and agencies to ensure that Oxfam America’s goals and objectives are met. PRIMARY RESPONSIBILITIES: In collaboration with the Director of Government Relations and Public Policy Build out and support Oxfam’s domestic advocacy strategies on the full range of economic justice, worker rights, and immigrant rights issues. Ensure that Oxfam America’s domestic-focused Congressional advocacy connects-- and/or highlights where relevant the intersection-- with the climate crisis, gender justice, and racial equity. Strengthen Oxfam’s relationships with relevant advocates, allies, and coalitions. Together with Campaigns, US Domestic Program, Alliances and Public Engagement, support the coordination of our public-facing legislative agenda at the national and state levels. Strengthen internal collaboration among Oxfam departments on domestic-facing advocacy, and explore opportunities to connect Oxfam’s domestic agenda and global agenda. Develop Oxfam’s congressional and administrative approach towards a domestic policy agenda. This includes managing Oxfam’s relationships with key congressional offices, tracking all domestic priorities, and keeping teams abreast of changes that shape Oxfam’s strategic direction. Contribute to fundraising for Oxfam’s programs and policy initiatives advocacy through donor cultivation and idea generation. REQUIRED QUALIFICATIONS: Education: Master’s degree in Public Policy, Government Relations or related fields, or equivalent combination of education, experience, and training. Strong human or civil rights legal or policy experience. Experience and Core Competencies: Seven years of progressively direct experience in policy and advocacy issues relating to domestic poverty and economic injustice. Demonstrated experience developing and implementing legislative strategy at the federal and state level. Deep knowledge of and direct experience working on worker rights, immigrant rights and economic rights. Proven ability to learn and master new issues. Strong policy analysis skills. Communication and political skills: persuasive, diplomatic and articulate. Ability to work on large interdependent teams and to provide advice on how to get people to work together effectively across those teams. Experience in advocacy, including research, policy, lobbying, coalition building, media work and public campaigning. Proven writing ability in report, briefs, analysis, and written testimony. Ability to communicate clearly and work cooperatively in a cross-cultural setting with long distance working relationships, and ability to work independently. PREFERRED QUALIFICATIONS: Proficiency in Spanish. Direct experience in issue-based advocacy and campaigning. Understanding of climate change, human rights and elections campaign strategy
