Job Description

Planned Parenthood Northern California (PPNorCal) is currently seeking a full-time Vice President of Public Affairs. The Vice President of Public Affairs directs the operations of the Public Affairs Department of Planned Parenthood Northern California (PPNorCal), as well as the operations of the organization’s political arm, the Planned Parenthood Northern California Action Fund (PPNorCal AF) and its affiliated state and local 527 (PAC).

The VP of Public Affairs is responsible for the policy and advocacy component of PPNorCal’s three-fold core mission (Medical Services, Education, and Advocacy). The VP of Public Affairs leads government relations, policy, online and grassroots advocacy as well as political work within 20 Northern CA counties served by PPNorCal. The goal of the Public Affairs Department is to protect access and funding for medical and education services, inform and mobilize the community, and elect candidates who support Planned Parenthood services.

The VP of Public Affairs oversees local, state and federal legislation and funding, along with related lobbying activities including: reporting; grassroots advocacy; social media and digital advocacy communications; community partnerships; and Action Fund electoral strategy, activity and core operations including board management, compliance, finances, website, fundraising and electoral work including ballot initiatives, endorsements and candidate campaigns.

Reporting to the Senior VP of External Affairs, the VP of Public Affairs is a member of the Senior Management Team and helps set agency policy around staffing, salaries and cross departmental collaboration.

This is an exempt, full-time position, working 40 hours per week including evenings and Saturdays as needed. Salary is DOE. This position offers a benefits package that includes Medical Insurance, ETO and 403B contribution matching and vesting after one year!

ESSENTIAL RESPONSIBILITIES INCLUDE:

  • Recruit, manage, and motivate public affairs staff; ensure implementation and evaluation of public affairs activities and appropriate professional development.
  • Lead all Public Affairs Department strategy and work, including policy, lobbying, legislation, online advocacy, grassroots organizing, and community partnerships, including community coalitions.
  • Develop strong relationships with elected officials and staff at local, state and federal levels.
  • Advance or stop local, state and federal legislation.
  • Maintain local, state and federal funding for Planned Parenthood services.
  • Oversee all Public Affairs Department operational functions including budget and annual work plan.
  • Provide leadership around agency advocacy communications, including electronic communications and social media.
  • Serve as agency spokesperson, as assigned, on public affairs and political issues.
  • Represent affiliate at public events.
  • Lead all Action Fund political and electoral strategy and work on ballot initiatives and candidates, including political plan, endorsements and voter guide, direct contributions, independent expenditures, communications, and grassroots activity such as phone banking.
  • Oversee Action Fund operations, including managing the financial relationship between 501(c)3 and 501(c)4 corporations (grant, resource sharing agreement); oversee legal compliance along with both campaign and tax attorneys; manage contributions and disbursements oversee FEC/FPPC/IRS reports and compliance; manage Board of Directors for 501(c)4.
  • Work with Development department on fundraising for general advocacy through 501 (c) (3) and Action Fund – 501 (c) (4) fundraising and donor development.
  • Support agency-wide collaboration with Medical Services, Community Services and Education, and Development. Ensure advocacy is an integral part of all aspects of PPNorCal; participate in 501(c)3 Board of Trustee meetings.
  • Participate as a member of agency Senior Management, External Affairs and Management Teams.
  • Work collaboratively with affiliates and offices in California and across the country, including PPAC and PPFA; participate as member of statewide team that sets state priorities and policies around advocacy and electioneering; ensure agency participation in state and national priority programs.
  • Serve as agency spokesperson, as assigned, on public affairs and political issues.
  • Represent affiliate at public events.

Qualifications

  • Five to eight years of management experience in government relations, electoral activities, community outreach; Bachelor’s Degree required; Master’s Degree desirable.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to executive management, public groups, and/or boards of directors.
  • Knowledge of Microsoft Office Suite (Outlook, Word, Excel, Power Point) and experience with social media.
  • Must have reliable automobile transportation and a valid California Driver's License and insurance.
