Job Description

Qbase is seeking a seasoned Proposal Coordinator to be responsible for all administrative aspects of proposal development, including ensuring the security and integrity of all proposal documentation, coordinating internal flow and review of all proposal inputs, assisting the Proposal Manager(s) as required and directing production of color team reviews and the final master proposal

 

Responsibilities:

 

  • Assist in setting up meetings, including projectors, computers, conference calls, webinars
  • Establish and manage the electronic file structure, archive, and back-up capability and procedures for all proposal materials on the company’s secure server/drive
  • Establish document/file tracking protocols and procedures for ensuring the security and integrity of all proposal documentation.  Also ensure team’s adherence to procedures and control access to the proposal area and sensitive or proprietary materials
  • Establish and maintain proposal files (hard and soft copies) and sections
  • Manage the production of draft and final text and graphics for color team reviews and final submission
  • Development of plans for all color team reviews and final production cycles, including estimation of required resources and materials
  • Coordinate the internal flow and review of all proposal inputs and outputs, including proposal sections, graphics, data calls, and documentation for other proposal related activities
  • Maintain real-time development status of all proposal text and graphics via a hard copy master document
  • Develop simple graphics and perform desktop publishing activities
  • Assist the Proposal Manager(s) in developing kick off and color team review packages
  • Assist in recording and tracking suggested color team recommendations and inputs
  • Directs the production, reproduction, and binding/packaging of color team proposal versions, final master proposal, and other required hard/soft copies required for proposal submission.  Includes estimating production requirements per the solicitation and coordinating with the office manager to purchase materials (e.g., tabs, binders, CD’s CD labels, proposal printing paper)
  • Assist with proposal data calls, including developing past performance citations, past performance questionnaires, key personnel resumes, and letters of commitment.  Also includes tracking the status of past performance, resumes, and other related data
  • Participates in post submission activities, including organizing files on the server, managing the files within Qbase’s proposal library, adding final proposal files to the server, securing and disposing of all proposal assets, and sanitizing the proposal facility upon delivery
  • Develop proposal submission receipt templates coordinating proposal shipments (via FedEx, UPS, etc.) and ensures signed submission forms (hard and soft copies) are filed in the final submission folder on the server

 



Knowledge and skills:

  • Proficient in Microsoft Office Suite
  • Knowledge of graphics software
  • Highly organized and quickly adjusts to schedule and requirement changes
  • Working knowledge of the proposal delivery lifecycle and federal government procurement procedures

Qualifications

  • Associate Degree in Business, Marketing, Communications or English preferred
  • 2-5 years experience
