Title IX Coordinator

Job Description

SUMMARY:  This position has primary responsibility for ensuring that university policies and procedures comply with Title IX. The Coordinator helps ensure institutional compliance with other areas of federal civil rights such as the Clery Act and Violence Against Women Act in collaboration with the Dean of Students Office, Human Resources, and Campus Police/Campus Safety, and other administrative offices and institutional leaders. This position plays a key role in coordinating bias response efforts and setting and executing overall strategy. This is a full-time position reporting to the Vice President for Student Affairs.  This position is exempt from provisions of the Fair Labor Standards Act (FLSA) and is not eligible to earn overtime pay for hours worked above 40 in a single work week.

Essential Duties and Responsibilities 
•    Assume leadership and primary responsibility for ensuring that university policies and procedures comply with Title IX.  
•    Consult with campus departments on compliance with VAWA, the Clery Act, Title VI, Title VII, and other federal civil rights laws and regulations: 
•    Maintain awareness of and communicate proactively about current and future federal and state regulations and compliance standards related to accessibility and civil rights. Lead the revision of policies to reflect changing regulatory environment. Provide training or updates to leaders, collaborative partners and key constituents. 
•    Establish open channels of communication and effective partnerships with offices involved in direct service to employees and students, including Student Life, the Office of Student Accessibility Services, Academic Affairs, the Office of Diversity & Inclusion and Community Engagement, Human Resources, and Public Safety & Campus Police. 
•    Work with campus constituents to communicate and educate students 
•    Develops, delivers and oversees culturally responsive educational programs for students, faculty, and staff including disseminating educational materials and conducting outreach and training. Organizes and maintains all training and complaint records.
•    Updates the university’s case management database to organize, manage, and track Title IX incidents.
•    Oversee processes for receiving and resolving complaints of sexual and interpersonal violence. Effectively manage cases in compliance with Title IX, Clery, and Queens Sexual Misconduct and Intimate Partner Violence policy requirements.  Collaborate effectively with Student Affairs team on matters related to student grievances and Human Resources (and Academic Affairs as appropriate) on matters related to employee grievances.  
•    Advise Title IX complainants, respondents, support people and/or other third parties about reporting options, institutional resources, interim measures, and supports available at the College and in the community.
•    Recruit, train and oversee a team of trained internal volunteer Title IX investigators.  Oversee external investigators as appropriate. Assign student sexual misconduct cases to investigators and ensure all investigations are conducted in compliance with best practices.
•    Recruit, train and oversee a team of trained volunteer Title IX adjudicators.  Assign student sexual misconduct cases to adjudicators and ensure all adjudications are conducted in compliance with best practices.
•    Provide assistance and support to college programs responsible for responding to complaints of sexual and intimate partner violence.
•    Liaise with Athletics to ensure proper Title IX programming in accordance with the NCAA’s annual attestation requirement. 
•    Train university employees to respond appropriately to reported incidents of sexual or intimate partner violence.
•    Prepare statistical reports and provide accurate information on complaints of sexual and interpersonal violence for the university’s Annual Security Report.
•    Monitor campus “climate” and coordinate the collection and analysis of information related to biennial campus climate survey. 

Secondary Duties and Responsibilities:
•    Other duties and special projects may be assigned to meet department and university needs.

Qualifications

Experience, Knowledge and Skills Required:
•    Strong knowledge of Title IX, Clery Act, VAWA, FERPA, affirmative action, equal employment opportunity, the Americans with Disabilities Act, other applicable civil rights and employment laws, regulations and court decisions; including trends, legal obligations, and initiatives nationally and locally;
•    Expertise in conducting well-planned, well-executed investigations, including application of advanced interview methods and techniques.
•    Proven ability to work with hostile and emotional individuals in a compassionate, professional and courteous manner.
•    Proven ability to diffuse and manage situations involving intense conflict.
•    Previous work experience in higher education. 
•    Direct experience with and knowledge of best practices as they relate to institutions of higher education compliance with Title IX and related laws.
•    Professional training in the area of discrimination and harassment law (such as Title VI, Title VII, Title IX, the Violence Against Women Act, the Rehabilitation Act, and the Americans with Disabilities Act, et al), which can be gained by completion of an advanced course of study offered by a nationally recognized organization, and/or specialized experience.
•    Ability to gather, assemble, analyze, and evaluate facts, evidence, data and other information in order to draw reasonable and fair conclusions and make sound decisions.
•    Ability to maintain a high level of confidentiality and to handle sensitive subject-matter objectively and with sensitivity and discretion; familiarity with HIPPA/FERPA a plus.
•    A high degree of judgment, as well as excellent interpersonal and written communication skills and problem-solving and reasoning skills, including the ability to work effectively with individuals from underrepresented groups with understanding and sensitivity to experiences of individuals from diverse backgrounds.
•    Ability to work independently and to manage multiple projects effectively. Must be proficient with Microsoft Office. 
•    Ability to manage multiple, on-going and complex caseloads of Title IX related incidents and complaints.
•    Familiarity with PAVE or similar campus safety and student conduct software.
•    The nature of this position requires the willingness and ability to respond to crises outside of normal working hours (overnight, weekends).
•    Bachelor’s degree or the equivalent in experience and education.

•    Cognitive/Emotional: Ability to critically think and concentrate. Must be able to respond quickly to changes in conditions – 75‐100% of the time.

Work Conditions
•    Work in office environment, involving contact with faculty, staff, students, service providers and vendors.
•    Work has deadlines, multiple interruptions, high volume and may be stressful at times.
•    The nature of this position requires the willingness and ability to respond to crises outside of normal working hours (overnight, weekends).
