Purpose:

 

Manages the day to day operations of the mortgage loan underwriters. Ensures compliance with state and federal lending laws and investor guidelines. Ensures quality underwriting that leads to loss rates within targets established for profitability. Collaborates with Express Sales on supporting an efficient sales process, monitors and analyzes economic conditions affecting underwriting and recommends appropriate product design and pricing. 

 

Principal Duties and Responsibilities:

* Analyzes department work flow and processes and develops methods to improve productivity and service delivery in order to achieve the timely processing of applications in line with approved lending policies and procedures.

* Identifies changes needed in various supporting systems to ensure efficient and compliant workflow and to provide appropriate analysis of decision results, credit quality and other management reporting. Performs systems updates as needed. Assists in development, testing, implementation and support of software applications and other projects that involve consumer underwriting.

* Manages the implementation of new mortgage loan products by obtaining required legal review, documenting product characteristics and developing procedures, integrating the product into existing software applications, and ensuring that staff is adequately trained in a timely manner to ensure that the product is integrated error free within existing processes and that staff understands product characteristics and procedures.

* Collaborates with the Express Sales, Mortgage Processing, Investors, Loan Servicing, Credit Solutions, Marketing and Branch functions in order to resolve lending issues or problems, enhance efficiency and provide timely service to members, and ensure that credit quality standards are maintained.

* Reviews underwriter approvals and denials for soundness of decisions and follows up with appropriate training and coaching.

* Underwrites higher risk 'portfolio' product first mortgage loans in accordance with established guidelines, to include Jumbo and Investment loan requests. Underwrites requests for mortgage hardship and determines the appropriate repayment plan for the member and the credit union. Underwrites all secondary market modification requests to ensure the credit union is in compliance with investor guidelines and to prevent additional losses. 

* Reviews, interprets and communicates changes in investor and PMI requirements that impact the ability to sell the loan to the secondary market or the ability to obtain investor insurance. Stays current with compliance regulations affecting mortgage lending.

* Develops, analyzes, and completes monthly reports in order to track and monitor production, efficiency, compliance with investor guidelines and profitability against stated objectives and underwriter quality against established standards.

* Reviews the Loan Policy and Procedures Manual for necessary revisions at least quarterly; makes recommendations for change to ensure appropriate consumer lending policies and procedures are accurately documented and disseminated to appropriate credit union staff.

            Strategic Planning and Organizing:

* Develops strategies and goals in order to support mission, vision, strategies and business plans. Formulates strategic plans for the Mortgage Underwriting Department to meet individual objectives, growth and other goals.

 

Communications:

 

* Disseminates policies, procedures, and announcements to staff in a timely manner and conducts regular and recurring meetings with staff in order to build an effective communication flow.


 

Budgeting:

 

* Prepares annual budget projections for the department, operates within its guidelines and monitors departmental performance in order to operate within financial objectives.

 

Human Resource Management:

 

* Monitors and coaches the staff to meet profitability goals, manage risk and provide exceptional service to the members.

* Develops performance standards and measurements for staff in order to accurately assess actual performance against established goals.

* Ensures that human resource-related decisions and conflict resolutions are compatible with policies, practices and direction.

            Other Duties and Responsibilities:

* Responds to internal/external audit findings.

* Assists in other areas of Underwriting as needed.

 

Education and Training:

 

Bachelor's Degree in business or related field or equivalent work experience.

 

Prior Experience:

1 - 2 years of experience in a management/supervisory position with 3 - 5 years of experience in mortgage underwriting.
