Local Indianapolis client is in need of a Sr. Quality Assurance Analyst.

Job Description

Purpose of Position/Summary:
The employee provides quality assurance and software testing services within the Information Technology Division of the Department of Revenue. This position plans and organizes process and software test efforts for tax processing and/or motor carrier products and services. This position may also be involved in implementation of automated software testing solutions.

Essential Duties/Responsibilities:
•On behalf of the supervisor, may coordinate the work of lower level QA staff;
•Acts as technical expert and information resource concerning assigned areas;
•Performs and leads tests to ensure that all IT systems, products and services meet and preferably exceed minimum standards and requirements;
•Works closely with the Project Manager, Business Analyst, and Applications Development Team during software development to include areas of application development, operation/technical support and security;
•May facilitate automated software evaluation and implementation
Leads and administers change control processes to ensure zero defect software development;
•Creates complex test data for applications;
•Documents testing data, findings and reports;
•Ensures the development of a database (history file);
•Provides requested weekly/bi-weekly/monthly reports and regularly updates assigned manager;
•Devises improvements to current procedures and develops models of possible future configurations;
•Performs complex work flow analysis and recommends quality improvements;
•Recommends new/improved QA practices and procedures;
•Mentors and provides guidance and training to new and/or lower level staff;
•Prepares QA documents, manuals, training curriculum and training sessions; acts as resource for agency technical writers;
•Performs related duties as assigned.

Supervisory Responsibilities/Direct Reports:
There are no direct reports for this position, however the position will have influence over individuals across teams to work toward accomplishing project goals.

Difficulty of Work:
Work is broad in scope requiring extensive judgment in adopting techniques to meet the information technology requirements, specifications, standards, and procedures of a complex enterprise wide system. This position is responsible for communicating risk factors with potential mitigation or acceptance of risk plans.

Work has a direct influence and impact on clients ability to successfully administer the business operation to achieve agency mission, policy, or practice.
Technical instruction is generally not needed, however employee may seek guidance when unique problems arise. Work is reviewed for adherence to deadlines and attainment of objectives.

Personal Work Relationships:
Works with Executive Management, Information Technology Management, Division Management, Systems Users and Agency Personnel, Consultants, Vendors, Representatives from other Agencies, and any other individual or group involved with the support of a specific IT product or process.

Implement the QA processes with HP tool - 10% of Total Work Effort
Leverage process knowledge across DOR - 5% of Total Work Effort

QA/Testing - Approaches, Applications:
HP Application Management Suite - Advanced Skill Level - 10+ Years of Experience - Required
QA Process Improvement and Implementation - Advanced Skill Level - 10+ Years of Experience - Required

Job Requirements:
Seven (7) years full-time professional work experience in Information Technology project development, quality assurance, and/or Function/Business Process Analysis.

Accredited college training may substitute for the required work experience, with a maximum substitution of four (4) years. (Fifteen (15) semester hours in Information Technology or a related area is required.)

Accredited graduate training in the above area may substitute for the required work experience, with a maximum substitution of two (2) years.

Three (3) years of work experience as a state Business Systems Consultant-Senior (1BD1); Project Manager-Associate (1BR1); Quality Assurance Analyst (1BL2); Business Systems Consultant-Intermediate (1BD2) may substitute for all of the required experience.

•Broad knowledge of agency IT/business systems, PC hardware/software and management principles;
•Broad knowledge of QA testing and reporting procedures and practices, preferably extensive knowledge of automated testing software;
•Broad knowledge of applicable federal/state/local rules, regulations, statutes and procedures;
•Extensive knowledge of applications development, operations/technical support and applicable security programs/practices;
•Ability to identify and resolve problems or develop creative solutions, when necessary;
•Ability to communicate both orally and in writing;
•Ability to manage diverse human resources;
