Job Description

POSITION SUMMARY:
The duties of the Speaker shall be to open and preside over meetings of the Legislative Council, Board
of Directors, and the General Assembly in a fair and impartial manner in both official languages.


RESPONSIBILITIES:

  1.  Open and preside over meetings of the Legislative Council, the Board of Directors, and the General Assemblies in a fair and impartial manner in both official languages;
  2. Serve as Chair for the Steering Committee;
  3.  Provide orientation and training on SSMU’s governing documents and rules of procedure at the annual Legislative Council retreat and once in the Winter semester;
  4. Follow procedures outlined in the Internal Regulations of Governance to establish Standing Rules for the Legislative Council and the General Assemblies;
  5. Collect all Councilors’ information, to be submitted to the President before the beginning of the upcoming academic year;
  6. Support the Parliamentarian with preparing all necessary documents for the Steering Committee before Legislative Council meetings and General Assemblies;
  7. Before the Legislative Council, the Board of Directors, and the General Assemblies, insert announcements of impending meetings in the campus media;
  8. During meetings of the Legislative Council, Board of Directors, and General Assemblies, control and edit documents if need be (minutes and motions);
  9. After meetings of the Legislative Council, Board of Directors, and General Assemblies, finalize documents (approved minutes, motions and reports), publicize the decisions made;
  10.  Co-chair the Accountability Committee with the Parliamentarian and notify the constituency in question should any Councilor(s) miss two (2) meetings of the Legislative Council without sending regrets in accordance with the Standing Rules of the Legislative Council;
  11. Work in collaboration with the Parliamentarian to ensure that preparatory measures prior to meetings of the Legislative Council are taken;
  12. Work with the Parliamentarian and Communications Department to ensure that the Legislative Council room is set up, including moving tables, chairs, microphones, and speakers;
  13.  Coordinate food for all meetings of the Legislative Council with the President;
  14. Undertake semesterly review of Legislative Council and how it can be improved for Members and Councilors;
  15.  Compile and publicize the voting record of meetings of the Legislative Council;
  16. Work in collaboration with the Governance Manager and the Communications Department to ensure updated documents are accessible on Google Drive and on the website.

 

OTHER RESPONSIBILITIES AND FUNCTIONS: To undertake other duties and responsibilities as described in the SSMU Constitution and Internal
Regulations and as may be assigned by the Governance Manager and the President.
 

SUPERVISION REQUIRED:
The Speaker receives general direction from the Governance Manager and guidance from the President.
 

Qualifications

QUALIFICATIONS REQUIRED:
1. Diligence and impartiality in execution of duties required;
2. Good communication skills in English and French required;
3. Strong knowledge of parliamentary rules of procedure, specifically Robert’s Rules of Order
Newly Revised and Code Véronneau required;
4. Strong time management skills essential;
5. Knowledge of the SSMU's Constitution, Internal Regulations, Policies & Plans essential;
6. Strong conflict resolution skills desirable;
7. Competence working in a high-pressure work environment desirable.
 

CONFIDENTIALITY:
It is understood and agreed that all matters to the SSMU and those clubs association or groups forming part of the SSMU are to be kept in the strictest of confidence, and nothing regarding the operations, policies and general activities of the SSMU or its constituent groups shall be divulged to any third party without the express consent of the General Manager and/or the Executive Committee of the SSMU.
