Job Description

The Texas Workforce Commission (TWC)is a state agency that helps the state's economy grow by connecting people with jobs. TWC also administers the UnemploymentInsurance program, an employer-paid program that provides temporary, partial income replacement to qualified individuals who are unemployed through no fault of their own. Employers pay unemployment insurance taxes and reimbursements which support unemployment benefit payments.

The ideal candidate for this position will possess strong interpersonal communication, writing, editing, organizational, planning, and presentation skills. The Training Specialist II-III will:

-Perform routine to complex training work as Training Specialist in the Central Texas TeleCenter

-Prepare and deliver staff training on the UI program, procedures, policies, and computer system as well as soft skills (ex: customer service, communication, coaching)

-Collaborate with other TeleCenter trainers and State Office training unit staff in research and development for and revision of standardized instructor and participant training matrerials, desk aids, and user manuals -Develop Center-specific training materials as needed

-Evaluate training effectiveness

-Coordinate training logistics and maintain training records

-May assist in formatting procedures

-Develop and maintain appropriate working knowledge of UI program and TeleCenter operationsTeam with lead staff to evaluate work performance of employees and identify training needs

-Will analyze operational processes and problems; research and recommend needed training

-Participate in other functions of the Center's Support Team, as needed

-Work in fast-paced environment with an emphasis on performance excellence and continuous improvement

-Adheres to all agency rules, policies, and procedures.

Preferred Qualifications:

-Working knowledge of Word, Outlook, Excel, CAST, PowerPoint, Soft Chalk and Qfiniti

-Knowledge of adjudications strongly preferred

-Adult training development and group delivery experience strongly preferred.

Work location: San Antonio or Austin. Incumbent must be willing to travel to either location to provide training as needed.

Starting salary range for this position is $2,748.00 to $3,543.00 per month, depending on qualifications.

Qualifications

Training Specialist II: Graduation from an accredited four-year college or university with major course work in human resources, organizational development, education, or a related field plus one year of full-time experience in positions that provided knowledge of training methods, techniques, and materials as related to individual development, education, and training programs; or in positions that provided knowledge of agency operations or programs which included giving group presentations. Twelve semester hours of graduate study from an accredited college or university will satisfy the minimum qualifications. A doctorate degree from an accredited college or university will satisfy the minimum qualifications.One additional year of qualifying experience may be substituted for each year (30 semester hours) of the required college.

Training Specialist III: Graduation from an accredited four-year college or university with major course work in human resources, organizational development, education, or a related field plus two years of full-time experience in positions that provided knowledge of training methods, techniques, and materials as related to individual development, education, and training programs; or in positions that provided knowledge of agency operations or programs which included giving group presentations. Same educational substitutions as above.
