Job Description

The worker will perform the following activities to accomplish the following goals:

{C}1)        Identify, analyze, develop and lead IT portal technology initiative implementations in the support of the Portal Governance Authority Center of Excellence and the Portal Governing body. Maintains a close relationship with the Portal Governance Authority governing body, articulates implementation plans and strategies related to IT Portal framework and style guide projects in support of internal and external processes, functions, operations, upgrades and statewide/interagency interfaces. Manages work plans, project activities and schedules. Works directly with agency technology teams and developers to drive the migration and implementation of enterprise wide framework components and style guides into production.

{C}2)       {C}Analyze requirements in terms of system functionality, portal style guide and portal framework needs and impacts. Conceptualizes to define the problem and formulate potential framework and style guide solutions. Develops and reports solution recommendations to IT management and the Portal Governing body. Individual will follow agency guidelines and best practice standards throughout the process.

{C}3)       {C}Establish portal application migration and implementation strategies and schedules. Coordinate closely with agency technology staff in the planning, design and development activities related to migration of existing applications to the enterprise portal model. The individual will provide expertise in the areas of design, development and operational requirements for the enterprise portal applications, architecture development and information management for Health and Human Services Commission.

{C}4)       {C}Conduct research for or write portions of technical proposals, or Statements of Work related to the acquisition of software and hardware products/systems as well as participate in HHS interagency complex problem analysis where technical expertise is required. Works with operations teams to create [system] complimentary policies, procedures, and processes, including product and training documentation.

{C}5)       {C}Coordinate the needs and efforts of all project stakeholders including end-users, executive sponsors and management from project inception through implementation. Under the direction of his manager, this position will also be responsible for instructing, directing and monitoring the project work of assigned personnel. Works as a senior member of the team to mentor less experienced staff, works jointly with other analysts/developers to accomplish system design needs, development, implementation, debugging, performance enhancement and ongoing system maintenance.

Qualifications

Minimum Requirements:

Years           Skills/Experience

10         Hands-on experience in developing, enhancing and maintaining enterprise-class applications on the J2EE application development platform

10        Hands-on experience participating in all phases of the SDLC (Systems Development Life Cycle)

5          Hands-on programming experience in following languages and environments including one or more of: Java, J2EE, EJB (Enterprise Java Beans), JSP (Java Server Pages), JSF/Struts (Java Server Faces, Apache Struts Framework) or other MVC frameworks,  XML (eXtensible Markup Language), Portals, JavaScript, AJAX, DOJO, Web Services,  Spring, Hibernate and Oracle.

5           Hands-on development experience implementing applications utilizing WebSphere Application Server, WebSphere Portal Server, IBM Process Server, IBM Business Process Manager, IBM Operational Decision Manager, IBM Web Content Manager, IBM DataPower, IBM MQ Series, Identity & Access Management, Web Services, and Oracle DBMS in a Service Oriented Architecture

5          In-depth understanding and knowledge of WebSphere/J2EE architecture, WebSphere Portal Architecture, Business Process & Human Task Management, UML (Unified Modeling Language), Patterns/Frameworks, OOD (Object-Oriented Design / Development), and J2EE integration points with external or third party products.

3         In-depth understanding and hands-on experience with designing and developing enterprise-class application system architectures

3          Experience with facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary

3         Experience creating Detailed System Design and Requirements Analysis documentation

3         Knowledge of the common design practices / standards / technologies associated with application accessibility (e.g. WCAG, ATAG, UAAG, WAI-ARIA, ADA, 508)

3         Knowledge of best practices in the areas of application design, performance, scalability and maintainability.       

4         Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, engineering, or management information systems is required.

 

 

        

Preferences:

3+         Hands-on experience with IBM WebSphere Portal Server 7 or later.

3+         Hands-on experience with Portal – Web Content Manager Integration

1+         Hands-on experience with IBM WebSphere Portal /Web Content  Manager version 8 is strongly preferred

3+         Experience with test frameworks such a JUnit and similar testing tools and methodologies

2+         Hands-on development experience with rich client technologies

2+         Hands-on development experience for mobile and tablet platforms

Strong   Excellent oral and written communication skills

Certification

Current certification as Project Management Professional (PMP) and / or Certified Scrum Master is required.
