SUMMARY

Translates Board policy, user, and market needs into product requirements; collaborates with Agile development teams, and leads processes to specify, prioritize, and scope product features; understands and optimizes system functionality.


ESSENTIAL DUTIES AND RESPONSIBILITIES

• Executes routine processes in support of project life cycle, including the creation of project charters, requirements documentation, agile development team workflow prioritization, UAT testing, and other related activities:

o Elicits requirements using interviews, document analysis, requirements workshops, surveys, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis

o Critically evaluates information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs

o Provides input to management on decisions concerning Market Transparency programs by providing impact analysis, developing alternative solutions, evaluating risks, costs and benefits, and making recommendations

o Maintains collaborative relationship with project teams to ensure delivery of assigned work and to ensure that the information technologies delivered by the project are consistent with program goals and standards

o Leads iteration planning and prioritizes the work in the iteration for the development team

o Maintains collaborative relationship with Market Regulation staff to ensure product changes are consistent with general policy direction and statutory requirements

o Maintains collaborative relationship with Communications staff to ensure coordinated, timely, and accurate messaging and documentation of system changes and enhancements

o Plans, documents, and executes user acceptance testing

• Executes routine processes in support of problem management by providing root cause analysis, leading problem response teams, and designing workarounds and permanent solutions

• Executes routine processes in support of tracking and reporting on staff allocation, project deliverables, and program staff mission execution

• Executes routine processes in support of relationship management with key partners and vendors as assigned

• Performs other duties as assigned

Qualifications

EDUCATION/QUALIFICATIONS

Bachelor’s or master’s degree in business systems, computing, or related field. Three or more years of experience with IT systems development methodologies  with at least two years of experience with requirements gathering and documentation. Understanding and ability to execute common project
management practices. Familiarity with business analysis best practices (e.g., Business Analysis Body of Knowledge). Ability to drive and challenge business units on their assumptions of how they will
successfully execute their plans. Strong analytical skills are required, including a thorough understanding of how to interpret user and business needs and translate them into application and operational requirements.

Ability to identify, analyze, and resolve problems in connection with defined objectives. Ability to generate or identify innovative and practical solutions to address those problems. Effectively adjust to new priorities, processes, requirements, and/or environments. Must be able to respond quickly to change and facilitate the acceptance of change. Ability to work in a positive and constructive manner with others to achieve organizational and individual goals. Must commit to and hold self accountable for individual and group goals when working on a team. Excellent listening skills; must be able to seek to understand what is being said and reflect that understanding appropriately.
