The Senior Director, Public Policy Development (Payment Economics) will provide critical insights and generate tools and collateral for use by Visa Inc. executives on a range of public policy topics impacting Visa Inc. and the broader electronic payments industry with a specific lead focus on public policy issues associated with the underlying economics of the electronic payments ecosystem. This includes the role of interchange, incentives and pricing, and regulatory interest in such issues.
 
The Senior Director will drive the development of Visa™s public policy work on these key issues. He/she will work as part of a small but highly impactful group of senior thought leaders in Visa™s Global Public Policy group, which has responsibility for proactively developing the company™s official public policy positions; partnering with other corporate functions and geographic business leaders to drive business initiatives that address or align with significant global policy trends; delivering a comprehensive work program in support of Visa™s interaction with government decision-makers; and developing a central repository of Visa and third-party research, regulatory submissions, and other relevant source material.
 
The Senior Director will be based in California at Visa Inc.™s San Francisco or Foster City offices. He/she will report to the Group Lead, Global Public Policy and will work closely with the Senior Director, Public Policy Content.
 
Responsibilities:

• Develop and execute a work program, including research projects, thought leadership, issue monitoring, issue advisory/forecasting and internal strategy development, focused on the interaction of payment economics and global public policy trends. Key topics will include the underlying economics of scheme and other electronic payments, the operation of platform economics and two-sided markets, the role of interchange and other pricing in electronic payments, the impact of regulatory interventions on electronic payments pricing and surcharging policies.

• Provide the company, the Group Lead and other business executives with advice arising from this work program.

• Write or commission public policy research, thought leadership, position papers and other practical tools on these specific topics, ensuring they are relevant to Visa™s ongoing interaction with central bank and other government officials. This work must be cognizant of the varying policy motivations of policymakers in different markets, regions and stages of development.

• Work seamlessly with Visa™s Interchange & Pricing, Legal and Government Relations teams to ensure the work program is fully aligned with the strategies of each group. Further, coordinate with other internal functions at Visa including, but not limited to, the Chief Economist and Visa Business and Economic Insights, Product, Visa Rules, Corporate Strategy, and Corporate Communications to ensure consistency of corporate positions and decisions across the organization.

• Engage in the wider research agenda of the Global Public Policy group and ensure the payment economics research agenda forms a consistent component of Visa™s overall public policy content work program.

• Support local and regional business executives and government relations professionals with specific requests for information, industry data and background information received from central bank and other government officials.

• Ensure proper coordination and leveraging of research material developed by other functions and other regions of the company.

• 12+ years of relevant industry experience with a minimum 6+ years of work experience in the retail or broader electronic payments field most likely in a payment scheme, a financial services institution, a central bank or other relevant regulator, an international organization, a payments association, an economic consultancy or academia.

• Economics or political science degree essential, advanced economics or political science degree preferred. A degree in research disciplines, or with outcomes reliant on research-based methodologies preferred.

• Experience in/exposure to the evolving economic discipline of platform economics and/or two-sided markets.

• Exposure to public policy issues in payments field and/or strong experience in broader public policy and/or government affairs arena, including exposure to the US and international policy-making environment.

• Strong understanding of relational database principles and experience/proficiency with statistical software such as SAS, R, Python, and/or STATA is required.

• Strong research skills and experience, superior analytical capabilities, and a demonstrable track-record of solid research projects.

• High degree of leadership, independent negotiation and decision-making skills.

• Strong relationship building skills and business savvy.
