GROUP OVERVIEW
Global government relations drives our business by shaping the policy and regulatory environment to accelerate digital payments – ensuring Visa is the best way to pay and be paid for everyone, everywhere. Throughout the Asia Pacific region, the existing team of highly qualified government relations professionals support the ongoing growth of the company’s business by proactively engaging with a wide range of stakeholders to promote Visa’s capabilities and contributions to governments; protect the business through shaping the policy environment to minimize regulatory risk; and partner with governments on their digital payments priorities including on government-as client opportunities.


POSITION SUMMARY
Along with leading the Government Relations team in Asia Pacific, the Executive will work closely with Visa’s regional business leaders as a member of the Asia Pacific Leadership Team to ensure the company’s public policy priorities and interactions with national and sub-national government officials align with corporate objectives and regulatory requirements to drive business impact. 

 

EXECUTIVE & FUNCTIONAL OUTPUTS & ACCOUNTABILITIES 

  • Serve as a member of Visa’s AP leadership team, providing both strategic advice and direct support on matters of legislative and regulatory interest, as well as informing other members of senior management of emerging issues and new developments. 
  • Develop in close coordination with the global government relations and Asia Pacific leadership teams a policy and regulatory management strategy for Visa Asia Pacific and each of our key markets
  • Manage a budget supporting that strategy
  • Work across Visa Asia Pacific and globally to:
  1. Ensure a shared awareness of and understanding of the implications of payments regulation
  2. Proactively identify strategic business issues and opportunities for Visa and its clients
  3. Ensure Visa products and services are designed with full knowledge of all relevant regulatory risks
  • Manage, coach and develop a team of experienced regulatory affairs specialists to deliver to their full potential 
  • Exemplify Visa’s Leadership Principles in collaborating, partnering and leading others in Visa and outside of the organization.
  • Assist clients (issuers, acquirers) in navigating payments regulation
  • Establish trust-based relationships at a senior levels across governments and other key stakeholder groups in the Asia Pacific
  • Liaises regularly with functional colleagues around the world to develop and refine best practices, share intelligence and coordinate global outreach efforts.
  • Works with cross divisional business teams as subject matter expert on regulatory issues and government affairs.
  • Develop and implement an overall government relations strategy in close coordination with the Senior Vice President for Government Relations, the AP region’s Group Executive and other Visa regional business leaders to achieve agreed objectives.
  • Support Visa’s in-market GR professionals located throughout the AP region to establish proactive and constructive relationships with officials at key government agencies (e.g., central banks, Ministries of Finance, Ministries of Tourism, etc.) including education of these officials about the value of Visa thereby improving the company’s overall reputation.
  • Identify and develop Visa’s positions and advocacy strategies on priority legislative and policy issues in coordination with country management and in-market GR leads throughout the AP region.
  • Coordinate public engagement and communications activities with regional, global, and local colleagues across multiple functions including corporate relations, marketing, legal, product, risk and others to ensure consistency and maximum effect.
  • Regularly engage directly with lawmakers, regulators, and other external stakeholders that may impact Visa’s business to enhance Visa’s reputation and competitive position.
  • Develop and deliver informative and engaging government engagement platforms about the value of Visa and the payments industry in general that are fully aligned with business priorities and global branding.
  • Provide educational opportunities to country management throughout the region to increase their comfort with government engagement.
  • Develop technical expertise on primary public policy matters so as to be a key expert resource to public officials, clients, and industry associations.
  • Develop strategic and policy positions that foster potential business partnerships with national and sub-national government agencies in the delivery of social services, payment of taxes, and other potential government programs that may benefit from the application of electronic payments, while taking into account cross functional impacts.
  • Support ongoing regional senior management contact with key lawmakers and regulators.
  • Recommend and support appropriate contacts and communication channels between Visa’s global executive leadership and senior government officials throughout the region.
  • Ensure regional and global business subject matter experts conduct regular face-to-face technical issue briefings with relevant regulators and government officials.
  • Establish and maintain appropriate contact with counterparts at other industry participants including client banks.
  • Promote Visa’s reputation and profile by speaking at public events, legislative hearings, industry conferences, association committees and roundtables, etc.
  • Be acutely aware of potential global implications of local and regional issues and coordinate their management with government relations colleagues globally.
  • Ensure utmost respect for and adherence to ethical behavior standards within the AP government relations team and broader AP business. Manage compliance with all relevant corporate policies and legal requirements related to political participation and activity throughout the region. Work with cross divisional partners to assure compliance and processes are in place and followed by all internal stakeholders. 

Qualifications

QUALIFICATIONS, KNOWLEDGE & EXPERIENCE

  • A minimum of 15 years in a relevant corporate position; regulatory or government agency; and/or consultancy providing related services to multinational corporate clients
  • First degree minimum; advanced degree preferred
  • Active network of senior government contacts across the AP region
  • Combination of political and business acumen; understanding of both corporate and political motivations
  • In-depth knowledge of the electronic payments, financial services and/or technology industries
  • Strategic advocacy and communications planning skills
  • Superior inter-personal, presentational and written communication skills
  • Confident and authoritative manner in all communication channels
  • Ability to act independently but also within a team environment
  • Demonstrated management experience in policy arena with substantial responsibilities
  • Ability to grasp complex issues; proven manager of public policy process in a complex environment 
  • Effective at creating consensus around strategic initiatives utilizing a collaborative, inclusive, and engaging decision-making process
