Job Description

Client Services works with issuers, acquirers, processors and merchants worldwide to develop and deliver the support model for Visa Inc. This includes day-to-day operations and product support, back office support and customer performance reporting. CS includes the CaRDS function of Contract Management, Rules, Disputes and the Standards function which supports the structural foundation of the Visa Payments network. 

Services, including Rules management, Dispute adjudication, Contract management and external Standards Body Management are provided to ensure the safety, security and integrity of the payment system and to support Visa clients in the development of their electronic payments business. 

Specifically the Visa Rules Management (VRM) team establishes and enforces common interoperable rules and standards for our products and services by which clients must operate their Visa programs. 

This is an operational Management Career role, with responsibility for multiple direct reports in multiple Visa locations, responsible for several functions comprised primarily of Rule development and Rule enforcement. The role has direct budget and revenue responsibility for the team managing and setting the direction for global processes and pro-active / reactive compliance enforcement which often involves complex and strategic issues that need oversight at an executive level given the precedence of such issues in the network.

This role provides leadership to executives, managers, and/or professional staff not only within the team but more importantly to all the various Visa Inc. business functions with respect to the Product and Services provided to Clients that are managed through the Visa rules. This role is responsible for developing departmental plans, including business, production and/or organizational priorities and requires the ability to influence and work with multiple business functions to achieve those goals.

Essential Functions

To provide strategic leadership on the Global Rule and Compliance needs for Visa Inc. and the interaction with the relevant Regional Rules and Compliance needs for the multiple Visa regions and Markets across; to include direction on new products and services, new lines of business, joint ventures and acquisitions as well as enforcement as a result of changing market conditions.

Role will interact with senior levels of management including attendance, as needed, at global and regional executive meetings (Visa Rules Committee or Global Pricing and Interchange Committee). Role will also interact with Global and Regional Business Function heads to determine the need for new rules or compliance on how Visa should implement new programs to protect the legal contract and one of Visa’s core assets. The role will mean working on highly complex issues requiring a broad appreciation of the strategic implications of the launch of such Products or Services on Visa’s existing business functions, global and regional strategies and potential revenue impacts.

The role requires management of a team of Visa Rule Development and Compliance specialist staff who consult with Senior Business Function sponsors on new rules, amending rules or compliance actions and waivers for clients to support the business needs. The Rule Development specialists will guide Senior Business Function sponsors through the process of concept, development, review, approval and publication of new rules that impact all clients globally or at a regional or market level. The Compliance specialists will work closely with Clients in sensitive situations to bring clients into compliance with our rules including working on pre-litigation items as needed.

The role is also accountable for Consumer Acceptance Complaints as well as all other Reactive and Pro-Active violations of the Visa Rules with the exception of certain Formal Compliance Programs managed by the Risk and Product Business Functions. The jobholder will ensure that Clients are compliant to the Visa Rules and to monitor, investigate and validate the compliance status of Clients and where necessary to pursue corrective, and negotiated action, with the Clients to bring them into compliance following the regulations as appropriate which can include the imposition of Non Compliance Assessments.

-        Assist the Global Head of Visa Rules Management in preparation of the annual strategy, objectives and revenue / budget needs

-        Develop global business priorities and develop strategy plans to support the business and ensure that such plans are actioned and decisions are guided by such plans in the development of new Visa Rules and Compliance actions

-        Provide leadership to the Development and Compliance team and ensure the team accomplishes their goals with the resources available

-        Conduct staff performance reviews, provide feedback, coaching and direct the professional development of staff

-        Manage a team of Development and Compliance staff in multiple locations globally

-        Mange the development of Visa Rules including understanding the downstream impacts of business function sponsor proposals for new or updated products, systems, services, programs or other initiatives regarding the Clients legal license agreement

-        Ensure that all drafted Visa Rules are consistent with current Visa philosophy and style while adapting to market-driven change. Ensure that all materials meet department standards of quality and are delivered to the VRC for approval and where appropriarte to GPIC for oversight

-        To provide direction, via staff, with respect to creating and implementing compliance solutions that meet regulatory and strategic compliance objectives of Visa and its Clients with respect to the Visa Rules and associated supplemental requirement documents

-        Manage the staff who develop New and Revised Rules and Waivers that have strategic impact to the Visa enterprise and be able to assimilate complex situations in developing these regulations

Qualifications

Basic Qualifications

  • 15 years of work experience with a Bachelor’s Degree;
  • 10 years of work experience with an Advanced degree (e.g. Masters/MBA/JD/MD); or
  • A minimum of 5 years of work experience with a PhD

Preferred Qualifications

  • 15-20 years of experience with a Bachelor’s Degree OR
  • 10 years of experience with an Advanced Degree (e.g. Masters, MBA, JD, MD or PhD)
  • Strong interpersonal skills and proven abilities in negotiating with and influencing clients and staff at all levels, including strong written and verbal communications skills
  • Excellent writing skills to convey complex topics in “Plain English”
  • Strong analytical aptitude and demonstrated track record of working with data to develop business oriented solutions as well as the ability to apply sound business analysis to limit the downstream impact of decisions
  • Proven project management skills to co-ordinate divergent interests, commensurate with managing a multi-faceted compliance program at an international level
  • Experience gathering business requirements and translating needs into successful deliverables
  • Working knowledge of Microsoft Office and some experience in authoring, publishing and content management tools such as Madcap Flare. SharePoint and Visio a plus
  • Excellent research and analytical skills
  • Ability to set priorities and manage expectations, and work both as part of a team and independently
  • Visa experience or in-depth knowledge of the payment solutions industry is highly desired – especially Card Payments, ACH or Push Payments.
  • Extensive experience with Visa, a Regulatory Body, a Card Membership Organization or other Financial Industry body.  Knowledge of the Visa Rules highly desired
  • Multi-lingual capability is a plus

  • This position requires the incumbent to travel for training or team meetings 10% of the time.

Mental/Physical Requirements

This position will be performed in an office setting.  The position will require the incumbent to sit and stand at a desk, communicate in person and by telephone, frequently operate standard office equipment, such as telephones and computers, and reach with hands and arms.
