Job Description

Overview

The Visa Global Policy (GP) team’s mission is to position the company as a leader in shaping public policies that expand digital payments and promote an open and competitive environment, helping individuals, businesses and economies to thrive. The team supplies strategic insights and evidence-based analysis to support Visa's public policy priorities and develops positions on a range of policy issues that affect the digital payments sector, globally. The team also provides expert advice to a number of internal stakeholder groups on a broad range of payments policy issues.

As a member of Visa's Global Policy team within Visa's Government Engagement (GE) organization, the Manager will be responsible for providing government advisory and consultative services on a range of strategic and emerging policy issues. The Manager partners with Visa product, regulatory, regional, and other Visa teams to identify public policy trends, analyze the impact to Visa, and develop strategies, messaging documents and other content. The position is based in the San Francisco Bay Area and reports to the Senior Director, Government Advisory.

Responsibilities

The Manager, Global Policy provides expertise on key priority issues, including data localization, cybersecurity, and other priority business and policy issues; and is tasked with providing near-term, “rapid response” support for government filings, policy messaging, and advocacy strategies. The Manager will have a global perspective, but will work closely with Visa’s Asia-Pacific Government Engagement team. In addition, the Manager will:

  • Monitor payments-related public policy developments across markets and identify emerging policy trends, and analyze their impacts to Visa.

  • Monitor policy issues in the assigned region; build deep partnerships with  regional colleagues by proactively identifying opportunities for collaboration and delivering effective solutions. The Manager will bring a regional lens to research work and will serve as a central point of contact between the assigned region and the Global Policy team.

  • Write or support development of public policy position papers; work with Fellows of the Visa Economic Empowerment Institute (VEEI) to identity, support and develop research projects and written content.

  • Coordinate with other internal functions including, but not limited to, Regulatory Affairs/ Legal, Corporate Strategy, Product, Country and Regional Management, the Chief Economist and Visa Business and Economic Insights, Risk and Corporate Communications to ensure consistency of corporate positions and decisions across all parts of the organization.

  • Support local and regional business executives and regional Government Engagement colleagues with specific requests for information, advice, industry data, as needed.

  • Support executive engagements by developing briefing materials, presentations, talking points, etc.

Qualifications

Basic:

  • 4 years of work experience with a Bachelor’s Degree or at least 2 years of work experience with an Advanced degree (e.g. Masters, MBA, JD, MD) or 0 years of work experience with a PhD degree

Preferred:

  • 5 to 7 years of experience, preferably with a focus on corporate strategy, legal or policy in a regulated industry.

  • Demonstrated ability to build collaborative internal and external relationships with key stakeholders, including industry associations.

  • Superior communication skills, including the ability to translate business priorities into specific public policy recommendations.

  • Proven ability to manage multiple complex issues and deliver consistently excellent work products on deadlines.

  • Strong understanding of the payments business preferred. Ability to work closely with product teams, regulatory affairs, and communications functions to receive input and collaborate on projects; ability to strategically align business objectives with Global Policy work statement to achieve results.  

  • The ideal candidate will have experience with issues management on broad range of policy topics; outstanding inter-personal, presentation, and communications skills; an ability to work across multiple time zones, countries, and cultures; and political interest and acumen.

  • Advanced academic degree in economics, international relations, law, public policy (or a closely related field) preferred.
