Job Description

CONTINGENT UPON CONTRACT AWARD

The Senior Database Programmer/Analyst will support the RPLANS system using installation infrastructure assets via the Headquarters Installation Information System (HQIIS), to include the Army National Guard (ARNG) real property inventory, and calculates facility allowances based on existing and projected force structures as defined in the Army Stationing and Installation Plan (ASIP) using approved business rules. RPLANS supports a number of other Army systems including the Installation Status Report and the Facilities Degradation Model. . 

• Perform data analysis and quality assurance on RPLANS data.

• Assist with the delivery of formatted data per RPLANS user requirements.

• Document and explain all processes and business rules used for meeting both business and technical requirements.

• Assist with data exchanges in formats for all required real property and related data from/to interface systems with RPLANS for monthly, quarterly, year-end and near-real time data loads, extracts, and reporting.

• Help maintain and enhance Installation, Site, Enclave and Base (ISEB) Web Services, including but not limited to pulling installation, site, enclave and base data from RPLANS.  

• Identify and interface with appropriate source systems to ensure that the data imported into the RPLANS is in the correct format required to support Army business processes and can support reporting to the RPAD.

• Provide support for the data analysis and data bulk loads required for import to and export from HQIIS.  

• Document all data changes requested by the OACSIM and send to the source systems to be included in the source systems' databases.

• Prepare and submit data analysis, data changes and business rule implementation reports for each source system as required by the Program Manager.

• Help maintain and provide support for the MS Access databases or other interface as required to send to the Office of the Secretary of Defense (OSD).

• Assist in loading forecast data, run validation reports, and assist with errors.

• Coordinate with source systems developers on the timing and nature of changes. Resolve issues to support the accurate exchange of installation, site, base, enclave and real property and related data with RPLANS.  

• Assist with error handling analysis by running processes, reviewing database tables for incoming messages (xml), checking server logs for errors, checking outgoing messages, debugging errors, checking outgoing and incoming messages.

• Will comply with all training requirements required by RPLANS

• Other duties as assigned

Qualifications

Education Requirements, Work Experience, Skills and Qualifications:

• Bachelor’s degree in Computer Science, Information Systems, or Management. 

• A minimum of five to ten years of experience in engineering and or administering database solutions supporting large scale web-commerce platforms. 

• Previous and/or current working experience with DoD real property lifecycle business policies, practices, and procedures.  

• A minimum of ten (10) years of demonstrated or related work experience in DoD real property lifecycle management.

• Good communication and presentation skills, ability to communicate across technology organization and other business units.

Microsoft Certified Database Administrator (MCDBA)

Microsoft Certified Solutions Expert (MCSE)

Oracle Certified Associate (OCA)

Oracle Certified Professional (OCP)

Physical Requirements: 

This position primarily consists of working indoors in an office environment. In the course of the employees duties he/she may travel to customer sites to perform essential job duties.
