Job Description
ProSidian Seeks a Training Redesign Consultant - Business Transformation (BT) Initiatives in CONUS - Silver Spring, MD (Plus Work Remotely) to support an engagement for an agency of the US Federal Govt. that regulates clinical investigations of products under its jurisdiction, such as drugs, biological products, and medical devices.
The ProSidian Engagement Team Members work to Business Transformation (BT) Support Services for initiatives aimed to align People, Process and Technology of the agency's financial community to be more closely linked with the strategy and vision for protecting the public health of the nation. Key objectives are to integrate and maintain financial management activities, businesses processes, and customer service using project management, administration, and change management techniques.
Training Redesign Consultant - Business Transformation (BT) Initiatives Candidates shall work to support requirements for Program Support and Training Redesign Initiatives. This position Designs and develops financial management courses covering the transformed processes, policies, procedures, roles, responsibilities, and leading practices of sound financial management.
Key project workstreams align with BPA Statement Of Work Workstreams: 3.8 - Training Redesign. To support the financial management community and to ensure the proper use and allocation of funds, training redesign is critical to improve the operational efficiency of the Fed. Govt. Agency.
The Training Redesign Consultant shall coordinate the analysis of existing training and the development of new and/or updated training materials in order to support and improve the Fed. Govt. Agency's financial management courses and operations. Courseware must adhere to the Fed. Govt. Agency training requirements and standard instructional design. Representative activities may include but are not limited to:
- Identify and develop new training materials in response to newly created or identified roles, responsibilities, and/or workstreams.
- Submit a training plan and schedule that includes a detailed work breakdown structure showing tasks and sub-tasks to be performed, the associated milestones and deliverables, durations/time frames, and dependencies between tasks.
- Assess the training needs of financial management practitioners within the Agency. Data will be collected from financial management stakeholders around the Agency, representing every Center, practitioner level (i.e., junior, intermediate, and advanced financial management experience), and financial management tasks within the purview of the Fed. Govt. Agency.
- Collate and analyze the data collected, and report results and recommendations to the Fed. Govt. Agency. These results and recommendations will influence financial management courseware to be worked on during the period of performance, as well as instructional evaluation work.
- Devise a plan, process, tools, and measures/metrics for establishing a training certification program based on current federal standards.
- Provide consultation and perform instructional design functions.
- Develop, execute, and update (as needed) a comprehensive change management strategy and plan, including organizational benchmarking and periodic change progress measures.
- Evaluate the effectiveness of newly developed training to meeting the Fed. Govt. Agency needs.
- The Training Redesign Consultant shall ensure that course materials are updated in a timely fashion and ad hoc updates are completed as a result of system, policy or other organizational changes. The Training Redesign Consultant shall address blended ILT and vILT offerings by:
- Utilizing blended instructional methods to provide training to individuals who are unable to travel to the in-person classroom setting.
- Increasing the number of learners served per session.

Qualifications
The Training Redesign Consultant - Business Transformation (BT) Initiatives shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.
The Training Redesign Consultant shall be classified under the Labor Categories and Experience of a Federal Senior Training Consultant with professional qualifications that include A minimum of 8 years of experience designing, planning, and implementing financial training programs, policies, and procedures. Senior Training Consultant holds a bachelor’s degree (or technical training equivalent in a subject matter related field) and will provide a combination of the following:
- Provides overall program/project development from inception to execution/completion and demonstrated the ability to provide in-depth assessment and advice in myriad tasks across several functional areas and including the use of multiple technologies.
- Provides on-site or via long-distance communication for technical assistance on preparation and analyses of needs assessments, agenda design, training techniques, preparation of training evaluation methods or forms, identification of qualified trainers, location of training resources, and event planning.
- Performs training needs identification and analysis on various software capabilities to develop a comprehensive, customizable curriculum that focuses on meeting customer requirements and instructional delivery methods that optimizes the learning experience.
- Conducts instructor-led training at various locations nationally, designs and delivers change management messages to leadership and end-users, applies quality control standards to all courseware and identifies and mitigates risks to change management strategies and training delivery methods.
- Conducts instructor-led classroom training, facilitates workshops, hosts online webinars and assists with Help Desk tickets.
This work will be performed primarily in CONUS - Silver Spring, MD (Plus Work Remotely)
TRAVEL: Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
LOCATION: Work shall be conducted at the CONUS - Silver Spring, MD (Plus Work Remotely)
