Job Description

ProSidian Consulting seeks a Senior Management Analyst to support and participate in a project supporting The Department of Labor, Office of the Assistant Secretary for Administration and Management, Human Resource Center. The Senior Management Analyst plays an integral role by effectively participating in day to day operations and by offering quality service and excellence in the administration provided for the OASAM. The duties of this position include performing a wide variety of complex and diverse advanced level professional and technical administrative duties in support of assigned Agency including those requiring a significant level of expertise in a specific area. This role also involves planning, coordinating, directing, and evaluating assigned systems, procedures and operations. In addition, there will be duties of researching, analyzing and evaluating programs, policies and procedures. This role supports the management, to include relationships and important deliverables and helps support others on the project through a positive attitude and effective communication with appropriate stakeholders. 

This project provides human resources and management contracting support services for the Department of Labor, Office of the Assistant Secretary for Administration and Management, Human Resource Center. This project will include budget and finance, program development, analysis, evaluation, information technology, general project administration and curriculum development and training.

This Office (OASAM) is responsible for the development of policies, standards, procedures, systems and materials, related to the resource and administrative management of the Department. The Human Resources Center (HRC) is responsible for providing leadership, guidance and expertise in all areas related to management of the Department's human resources, including recruitment and development of staff, management of personnel systems, leadership in labor management partnership and improving and supporting work and family life.• Perform a wide variety of complex and diverse advanced level professional and technical administrative duties in support of assigned Agency including those requiring a significant level of expertise in a specific area.

• Plan, coordinate, direct, and evaluate assigned systems, procedures and operations.

• Research, analyze and evaluate programs, policies and procedures.

• Collect, evaluate and interpret complex information and data.

• Prepare clear and concise administrative and financial reports.

• Develop procedures to support agency programs.

• Develop statistical charts and tables.

• Measure program effectiveness vs resources assigned.

• Document findings of study and prepare recommendations for implementation of new systems, procedures, or Agency changes.

• Assume responsibility for managing the more complex program areas in assigned Agency.

• Define program accomplishments and achievements.

• Provide advice on formulating alternative procedures and operations in order to change the way Agencies does business with the goal of improving customer service and expanding its programmatic capacity.

• Perform other related job duties as requested.

Qualifications

• Bachelor's or Master's degree in a field of expertise related to the issues to be studied

• Minimum (3) years' experience working with senior-level policies and programs similar to those to be studied; OR five (5) years senior-level experience related to the policies or programs that are similar to those to be studied.

• Project and program management support experience

• Experience working with an Enterprise Resource Planning (ERP) System is highly desirable

• Strong critical thinking skills and complex problem solving skills

• Active listening skills

• Cost accounting procedures, practices and their relationship to budgeting

• Experience with Microsoft Office Suite

• Excellent oral and written presentation and communication skills

  • Business Tools – understanding and proficiency with business tools and technology, including Microsoft Office.  The ideal candidate is advanced with Excel, Outlook, PowerPoint and Word, and proficient with Adobe Acrobat, data analytic tools, and Visio with the ability to quickly learn other tools as necessary.
