Job Description

Under minimal supervision, perform  specialized automated drafting duties in
Enterprise GIS related to Land, Substation, Telecom, Distribution & Transmission
Data including complex as-built and preliminary work orders in compliance with
CPUC, NERC, FERC, WECC and GO regulations, Line Equipment Requests,
Distribution Operations Switching Orders, Load Transfers, Cutovers, Conversions
Capacity & Reliability Projects, Atlas maps and special projects as assigned.  Assist
in training and mentoring associate/technical employees.  Establishes and
maintains GIS accuracy and mapping standard to meet safety and reliability
requirements.  The candidate will possess a high school diploma, or equivalent, at
a minimum.  
Essential Duties and Responsibilities (but not limited to):  
-  Perform specialized automated drafting complex attributes, spatial location,
database structure and connectivity of completed work from Planners or GIS
Technicians from Transmission, distribution, Substation, Telecom and Land
work orders.
-  Creation and maintenance of connected network schematic generation
-  Quality check attributes, spatial location, database structure and
connectivity
-  Independently manages several concurrent projects, assignments and
activities
-  Train and mentor other associate / technical employees
-  Candidates must successfully complete a six month Geographical
Information Systems (GIS) Editor formal training program specifically
related to electric power systems (paid by the employer).  Upon completion
of this program one must be able to understand and/or demonstrate
competency in:
o  Identifying electric power system components
o  Understand electric power system connectivity
o  Performing manual and/or automated GIS editing related to
telecommunications and electric distribution systems
o  Digitize Transmission, Substation, Telecommunications and
Distribution system changes and/or perform electronic data entry
o  Perform quality checks of spatial location, attributes, connectivity and
database structure of completed work. o  Apply understanding of compliance and regulations to incoming data
and can identify issues as they arise.


Qualifications

The person in this role must also demonstrate the following: the ability to
appear for work on time; the ability to accept constructive criticism; the
ability to maintain and develop positive team cohesiveness; and the ability
to understand and follow work rules and procedures
-  Demonstrated knowledge of cartography and Cartographic principles
-  Must have the ability to collect, interpret, analyze, integrate graphic and
attribute data from multiple data sources into an enterprise GIS; interpret
and understand maps of different types such as AUTO Cad, parcel maps,
imagery, environmental, utility, aerial imagery.
-  Must be computer literate and have good computer file management skills
-  Must have strong research and interpretation skills
-  Possess attention to detail and have organizational and planning skills
-  Ability to read construction orders, electric distribution and transmission
system maps
Nice to have:
-  Knowledge of electric transmission and distribution FERC and NERC
requirements preferred
-  Knowledge of DPSS, SAP, AutoCAD and CISCO preferred
-  6 months experience in GIS data management specific to electric power
systems or a college degree in Geography, Computer Science or related
field or successful completion of GIS certificate program.
